Human Resource Manager at Centre for Advocacy, Transparency and Accountability Initiative (CATAI)


Centre for Advocacy, Transparency and Accountability Initiative (CATAI) is one of the Youth-led organizations implementing humanitarian response to IDPs and other highly vulnerable communities in the North East Nigeria.

As part of CATAI responsibility to meet the set Goal of project activities, we are recruiting to fill the position below:

 

 

Job Title: Human Resource Manager

Location: Maiduguri, Borno
Employment Type: Full-time
Reporting to: Executive Director
Proposed Start Date: January 2022

Purpose

  • The Human Resource Manager’s main job description is to lead and direct the routine functions of the Human Resources department which also includes coordinating the administrative functions of CATAI as well as oversee the recruiting, interviewing and hiring of new staffs, consult with top executives on strategic planning; serve as a link between CATAI’s management and its employees in addition to enforcing its policies and practices. This position is a project based full-time.

Key Responsibilities

  • Implement staff regulations and related policies; proposing change when necessary, in order to ensure on-going compliance with national labor laws. Monitor compliance with CATAI policies and procedures and legal framework at the field level.
  • Ensure a complete orientation package is in place and that all staff are oriented on time.
  • Identify and recruit new and replacement staff including scheduling of contract extensions, new contracts and necessary terminations.
  • Work closely with the Finance Manager to ensure operational plans and budgets.
  • Assist in the establishment of a payroll structure and payment procedures for staff.
  • Work closely with and provide support to the Security Officer/Manager to: Ensure staff know how to identify health risks in the region, how to protect against illness, injury and stress, and how to obtain support or medical treatment. Initiates and oversees the implementation of a Psychological Support Program.
  • Ensure that security measures are practiced and enforced to maintain as possible a safe and secure working/ living environment for CATAI staff.
  • Identify partnerships and advise the Executive Director on the type of partnerships to pursue their long-term benefits to CATAI.
  • Prepare job descriptions, terms of reference and submission of personnel requisitions in coordination with Line Managers/Supervisors and necessary personnel.
  • Ensure pertinent organigrams, contact lists, and information flow lines are constantly updated and widely shared.
  • Assess training and development needs of staff and provide appropriate induction and orientation, training, supervision and support as required. Ensure all staff, always have adequate access to HR/Administrative policies and procedures.
  • Monitor and uphold staff conduct and discipline and organize regular performance evaluations of all staff. Ensure that exit interviews/ debriefs are prepared at the end of service.
  • Identify and maintain relations with relevant local and global networks that can advance CATAI’s visibility, positioning, and relevance in humanitarian work.
  • Participate in partnership discussions, ensuring that CATAI’s niche and contribution is always felt and is significant.
  • Support Project officers to develop meaningful partnerships for service delivery for developing referral pathways and for responding to emergency situations.
  • Regularly advise the Executive Director on any imminent and foreseeable developments (political, social, competition, policy) in the national operational environment and their impact on operations.
  • Ensure all staff understand individual and collective responsibilities for safety and security.
  • Compile completed appraisals, update the performance appraisal tracking sheet at field level and submit to appropriate personnel.
  • Prepare monthly and mid-month cash forecasts for HR related expenses.
  • Maintain Partnership Relations and build Networking.

Essential Criteria

  • Minimum of Bachelor's Degree in HR Management, or Social Sciences, or related discipline preferred.
  • At least three (3) years of consistent and professional experience across all HR disciplines, including employment, benefits, compensation, employee relations, training and development, conflict resolution.
  • A sound knowledge of employment laws and human resources best practices.
  • Demonstrated skills in human resources management. Certificate in HR management is desirable.
  • Strong interpersonal skills
  • Languages Required: English.
  • Must be comfortable explaining complex technical & procedural requirements in a non-technical manner.
  • Knowledge of MS office Suite (proficiency in Excel is an added advantage) ; comfortable working with minimal IT support.
  • Ability to work in a stressful environment, taking initiative & prioritizing multi tasks with minimal supervision.

  • Awareness and Sensitivity of Self and Others: Demonstrates awareness and sensitivity to gender and diversity. Have experience and the ability to live and work in diverse cultural contexts in a culturally appropriate manner. Has a capacity to make accurate self-assessment particularly in high stress and high security contexts.
  • Is well planned and organized even within a fluid working environment and has a capacity for initiative and decision making with competent analytical and problem solving skills.
  • information management and telecommunication skills and proficiency in information technology/ computer skills.
