- The humanitarian crisis, which is fundamentally a protection crisis, continues to affect Adamawa, Borno and Yobe states in north-east Nigeria. According to the 2019-2021 Humanitarian Strategic Plan, 7.1 million people have been estimated to be in need of humanitarian assistance as a result of a crisis that is now in its tenth year. Threats and risks to the well-being of girls and boys include family separation, explosive remnants of war, gender-based violence including child marriage and conflict-related sexual violence, recruitment and use of children, abduction and other grave child rights violations. The crisis also has caused psychological distress amongst children and their caregivers.
- An estimated 2.7 million children and adolescents (1.5 million girls and 1.2 million boys) in north-east Nigeria are in need of protection and cross-sectoral services, including psychosocial support services. To ensure that children cope with the effects of the crisis, age-appropriate psychosocial and mental health support services (amongst other child protection services) are required.
- Identify mental health needs of girls, boys and their caregivers in selected locations amongst the affected communities in Borno State;
- Assess the availability and appropriateness of mental health and psychosocial support services in selected locations amongst the affected communities in Borno State;
- Explore community perceptions on mental health concerns including perceptions on persons with mental health concerns (specifically children, adolescents, and caregivers);
- Assess the level of awareness on availability of mental health and psychosocial support services and barriers to accessibility of these services; and
- Map existing individual and community coping mechanisms to mental health and psychosocial distress.
- To review and be familiar with UNICEF's programme documents and sector-related MHPSS documents in north-east Nigeria;
- Prepare an inception report based on desk reviews, detailing initial key informant interviews and tools, including a consultancy plan;
- Conduct consultations with key stakeholders (relevant state officials, members of the Child Protection and MHPSS Sub-Sectors, girls, boys and caregivers amongst crisis-affected communities) in selected locations in Borno State to identify MHPSS needs, assess services including gaps in services, and explore and map existing coping mechanisms;
- Visit existing facilities used for the provision of mental health and psychosocial support services in selected locations in Borno State;
- Develop a detailed report on the MHPSS needs, services, gaps and coping mechanisms;
- Propose a set of immediate, medium and long-term recommendations to address gaps in MHPSS services and improve the quality and scale of MHPSS programming for affected children and caregivers in north-east Nigeria.
- Advanced Degree with specialization in Clinical Psychology, Clinical Social Work or Mental Health; a Master's Degree in Public Health is desirable;
- At least five years minimum working experience in mental health and psychosocial support programming with demonstrable experience of community-based programming;
- Proven experience in conducting assessments and report writing;
- Familiarity with the context in north-east Nigeria;
- Proficiency in English; fluency in Hausa will be an added advantage.
- The duration of the consultancy is 1.5 months
- Under the guidance of the Immunization Manager, provide technical support to the National Primary Health Care Development Agency (NPHCDA) to ensure cost-effective an efficient execution of immunization supply chain strengthening priorities within the background of the 10-year National Strategy for Primary Health Care and Immunization Strengthening Strategy (NSIPSS).
- Member of CCEOP Project Management Team (CCEOP PMT) working in collaboration with other members of the National Logistics Working Group (NLWG)
- Support set-up of the CCEOP PMT Operations Room and co-development of Nigeria-specific terms of reference of the CCEOP PMT
- Develop appropriate CCEOP PMT meeting cadence and active participation in CCEOP PMT meetings.
- Work with the NLWG to develop CCEOP PMT project implementation work plan, which will address execution of the brief from receipt of the Gavi Decision Letter to CCE deployment and monitoring of project milestones.
- Support the conduct pre-installation site assessments and revalidation of the CCEOP Operational Deployment Plan (ODP) to minimize risks of deviation
- In collaboration with the Health Specialist, CCL and/or Supply Specialists provide high quality on-site information to UNICEF Supply Division required for informed decision-making.
- Actively monitor and evaluate deployment of CCE and other bundled services with other members of the CCEOP PMT ensuring adherence with the ODP and Deviation Protocol
- Where necessary, and in collaboration with CCEOP PMT and Â UNICEF Supply Specialists, engage CCE manufacturer's in-country representatives to course correct any deviations from the Operational Deployment Plan and/or incidences that might arise.
- Work jointly with NLWG and the states to set a system to periodically re-validate the sites in the O.D.P.
- Provide weekly update on status of CCEOP project implementation to National Logistics Working Group
- Technical support to finalization of the National Logistics Working Group (NLWG) 10-year road map, and annualized work plan, in line with the NSIPSS supply chain strengthening work stream.
- Education: University Degree in Pharmacy, Medicine, Engineering or the Physical Sciences and an Advanced degree in a related area of study. Equivalent educational qualification in relevant areas (transport or logistics operations/management, supply management, etc.)
- Experience: Eight years (8) of relevant professional work experience providing technical support in logistics, supply chain management, cold chain and similar activities.
- Language Requirements: Fluency in English is required. Knowledge of another official UN language or a local language is an asset.
- Knowledge of Supply Chain Management preferably in a developing country context
- Mastery of technical knowledge (product knowledge, market research/analysis) required for Supply Management/Purchasing/Contracting (e.g., vaccine, equipment, medical supplies, contracts, customs function, taxation, insurance, etc.)
- Knowledge of relevant Information Technology software.
- Knowledge of managing inventory, transport, and diverse logistics operations (e.g., programme supply & logistics) in the international environment
- Knowledge of supply/contracting/logistics policies, goals, strategies and approaches
- Knowledge of public procurement principles and processes
- Knowledge of procurement process from procurement planning, to execution to contract management and administration, including procurement methods and tools of good procurement practice
- Knowledge of establishing strategic, long term and sustainable procurement arrangements
- Knowledge of general principles and processes involved in risk management in procurement, including risk analysis and evaluation techniques
- Knowledge of financial and legal implications in procurement process-
- Knowledge of category management.
