Medecins du Monde (MdM) is an international humanitarian organization whose mission is to provide medical care for the most vulnerable populations, the world over, including France. It seeks to stimulate voluntary commitment from doctors, other health care providers, and from those whose expertise in other fields is needed for its activities, to enlist all competent support required for the achievement of its projects, and to seek at all times to encourage close working relationships with populations in its care. MdM operating in Nigeria, Borno state since October 2016.

We are recruiting to fill the position below:

 

Job Title: Monitoring, Evaluation, Accountability and Learning Supervisor

Location: Borno
Job type: Full-time

Summary of Responsibilities

  • The Monitoring, Evaluation, Accountability and Learning Supervisor (MEAL) will play a crucial role in tracking MDM and project(s) objectives at site and state level.
  • The M&E Supervisor will be responsible for supporting the medical coordinator to ensure that program decisions are based on quality, up-to-date evidence and will promote an atmosphere of constant learning within the project team. He/she will ensure that MDM MEAL strategy and approaches are implemented and included in activity implementation.
  • The M&E supervisor will travel frequently to the field location and must prepare to travel outside Maiduguri on roving basis 60% of the contract period.

Main Responsibilities
Under the direct supervision of the MEAL Advisor, the MEAL supervisor will also have reporting responsibilities to the Field Coordinator in his/her assigned site. The MEAL supervisor will ensure the program quality of the implemented project(s) in the assigned site. He/she will:

  • Manage and supervise all day-to-day MEAL activities in the mission while providing technical support to staff and local implementing partners on MEAL systems strengthening and approaches.
  • Supervising the data management officer to ensure all data is collected, validated and computerized in a timely manner.
  • Tracking of indicators and producing a monthly report
  • Conducting informal training for field staff on accurate data collection
  • Representation at a coordination meeting
  • Creation of electronic data collecting forms and training of staff on the same
  • Support data management, analysis and reporting.

Detailed Activities
Monitoring, Evaluation and Learning:

  • Support the development, review and revision of M&E plans, logical frameworks, with a focus on performance indicators and their measurement and keep them updated with project activities, timeframes, and targets as relevant.
  • Support MEAL Advisor in aligning of MEL activities with project goals.
  • Support the development, reviewing, implementation and assessing of overall MEL framework for projects and funding proposals.
  • With support from the MEAL Advisor, facilitate design of “SMART” objectives, logic models and theory of change, monitoring frameworks, evaluation plans during annual work-planning process.
  • Maintain existing indicator tracking tools; develop additional databases and tracking tools as needed to demonstrate the effectiveness of project interventions in Monitool and Excel templates etc.
  • Generate data and indicator reports for assigned sites for tracking progress against key indicators on monthly basis and discuss with field coordinators and technical mangers on progress made and develop actionable plans (oversee the tracking of achievements and indicators for projects/programs at assigned sites).
  • Ensure adherence to specific monitoring and reporting requirements.
  • Coordinate data management through leading data quality reviews that support validation, quality and completeness of data sets; coordinate community and health facility data collection to ensure availability of data collection tools and ensure timely compilation and reporting by the sites.
  • Analyse data for accuracy, flag validation or quality issues, and contribute to system fixes.
  • Support creation and integration of data visualization using Monitool, Excel and any other software such as MS Power BI and include these in reports, presentations and information products.
  • With support from the MEAL Advisor, develop quality benchmarking tools for monitoring interventions and track the progress being made.
  • Support the development and facilitation of Collaborative Learning and Adaptation (CLA) tools and activities to help in the identification, analysis, and synthesis of lessons learned from program implementation; facilitate incorporation of lessons into the activity cycle with the program coordinators and managers.
  • Contribute to the development, implementation, and reporting of MEL activities that include conducting routine monitoring and supervision visits, monthly learning sessions, quarterly and mid-term project reviews, impact assessments, baseline studies, final evaluation, development and review of performance monitoring plans with relevant data collection systems.
  • In coordination with the MEAL Advisor and program coordinators, provide technical support to local implementing partners in the planning, implementation, and monitoring of MEL systems and activities including using data for decision-making, and results reporting.

Accountability:

  • With guidance from the MEAL Advisor, support the accountability officer in the development, review, set-up, management, and implementation of the FCR-M system.
  • Lead monitoring of the availability, functionality, and effectiveness of the FCR-M system in the target health facilities and surrounding communities.
  • Support the accountability officer in creating awareness of the FCR-M system.
  • Support capacity building of MDM and partner staff, community members, and other stakeholders on the FCR-M system.

Capacity Building:

  • With support from the MEAL Advisor, conduct staff and partner capacity assessment on MEL.
  • Support the development and review of MEL training materials and toolkits.
  • Support development of MEL training strategy or roadmap and lead in implementation and monitoring its progress.
  • With support from the MEAL Advisor, conduct capacity trainings through workshops, webinars (MS Teams, skype, google meet etc.).
  • Lead capacity strengthening and training of staff on Monitool.
  • Provide technical support to local implementing partners, including developing tools, log frames, data analysis, planning and reporting.
  • Provide on job mentorship and coaching to data officers on good data management practices.
  • Support the MEAL Advisor in providing training sessions on documenting success stories, lessons learnt and best practices.

Management And Coordination:

  • Participate in regular project planning meetings and provide analytical feedback and support to inform technical decisions.
  • Support MDM Nigeria Mission’s communication strategy by giving input for creating content for publishing.
  • Represent MDM in MEAL TWG at site and state level.
  • Provide supportive supervision to Data Officers.
  • Conduct regular meetings with other department (programmes, finance, HR, operations and logistics) on key issues that need support and provide feedback.

Other:

  • Establish good relationships with the different stakeholders to have a smooth implementation of MDM project.
  • Be flexible in performing his/her duties to ensure that beneficiaries are getting good quality services.
  • Inform immediately the security focal point in case of any security problem in the field.
  • Perform other additional duties at the request of the MEAL Advisor and coordination team.

Candidate Profile
Required Qualifications:

  • BA/S or equivalent in Statistics, Mathematics, Social Sciences, International Development, Public Health, or relevant field.
  • Strong written and oral communication skills in English required, including report writing.
  • Experience working in a multi-organizational team (international and national) is a plus.
  • Excellent excel and data analysis skills required for this position, and will be tested at interview.
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently under pressure and cooperatively with other team members.
  • Fluent in English and Hausa required.
  • A minimum of 3 years of experience of working in a non-profit organization of which 2 years should be working on monitoring and evaluation ideally in health programming or protection.
  • Experience in conducting surveys.
  • Experience developing and monitoring the implementation of complex MEL frameworks and tools.
  • A thorough understanding of quantitative and qualitative indicators, their development, and measurement strategies including data collection.
  • Experience in building capacity for staff and implementing partners on key MEL systems.
  • Understanding of confidentiality requirements for medical data is mandatory.
  • Experience in managing people is required.
  • Good Analytical and problem-solving skills required.

Salary Range
N300,000 - N400,000 / month.
