The International Committee of the Red Cross (ICRC), Abuja Delegation is looking for a suitable candidate to fill the vacancy below:     Job Title: Armed and Security Forces (FAS) Assistant Location: Abuja Job Description Based in Abuja, the FAS Assistant integrates the MAG Unit team of the FAS Department, contributing to its networking activities, as well as to the planning, preparation, execution and evaluation of International Humanitarian Law/International Human Rights Law dissemination and training activities as per Military and Armed Groups Unit/ABJ Plans of Action. Additionally, he supports Protection Department efforts to propel dialogue on Conduct of Hostilities and Detention with key military interlocutors, and carries out activities in support of other departments and field structures, as determined by the Head of the MAG (Military and Armed Groups) Unit. Main Duties and Responsibilities

  • Contributes to the development and maintenance of a network of key interlocutors who can ensure better and deeper collaboration between the ICRC and the AFN (Armed Forces of Nigeria);
  • Contributes to the analysis of the security situation and military operations, as well as to its impact in terms of humanitarian consequences and ICRC operations;
  • Contributes to the planning, preparation, conduction and evaluation of IHL/IHRL dissemination and training activities, including case studies; submits activity and situation reports, as required;
  • Contributes to the planning, preparation, conduction and evaluation of activities with Community Defence Groups on relevant law, command responsibility and best practices;
  • Acts as MAG Unit/ABJ interface with other departments and field structures, as required;
  • Planning, preparation and execution of IHL/IHRL training and disseminations activities with the Armed Forces of Nigeria and Law Enforce Agencies (50%)
  • Conducting IHL/IHRL training/dissemination activities for troops deployed in conflict or violence-ridden areas or during their
  • pre-deployment training (PDT) in the Nigerian Army Training Centre (NATRAC) in Kontangora, in the Special Forces Training Centre in Buni Yadi, or any other PDT centre used by the AFN (30%).
  • Represents the ICRC in a professional manner at all times.
Education and Experience Required
  • University degree in Social Sciences, Communication or any relevant fields
  • Retired commissioned military officer below the rank of Major.
  • Basic knowledge of IHL and human rights law.
  • Fluent in written and spoken English (Knowledge of Hausa language an advantage)

    Job Title: Armed and Security Forces (FAS) Advisor Location: Borno Job Descriptions Based in Maiduguri (MIU), the FAS Adviser/MIU is the local FAS file-holder on issues related to the ICRC’s dialogue with arms carriers in armed conflicts and other situations of violence, providing support to the Sub-delegation in terms of networking with relevant military and security authorities, as well as with the planning, coordination and execution of International Humanitarian Law/International. Human Rights Law training and dissemination activities. Concurrently, he supports the MIU Sub-delegation in shaping its dialogue on Conduct of Hostilities and Detention with the military authorities in the Northeast. Finally, the FAS Adviser supports the setting of sub- delegation’s communication priorities, objectives and strategies, as well as the planning, execution, monitoring and evaluation of its communication activities. Main Duties and Responsibilities
  • Advises the Head of Sub-Delegation MIU on all matters concerning the best way to relate with the military hierarchy of the AFN (Armed Forces of Nigeria) HQ (headquarters), commands and units deployed in the NE (North East);
  • Contributes to the analysis of the military and security situation, as well as of all issues related to the use of force and its impact in terms of humanitarian consequences and ICRC operations;
  • Proactively takes steps to expand the networking base with relevant military interlocutors who can ensure better and deeper collaboration between the Sub-Delegation and the military in the North East;
  • In coordination with the Military and Armed Groups Unit/ABJ, organises IHL/IHRL dissemination and training activities - including case studies and pre-deployment training - with AFN HQ, commands and units garrisoned or deployed in the NE;
  • Supports the Management and Protection Unit in developing and sustaining a dialogue on conduct of hostilities with relevant military operational commanders in the NE;
  • Acts as a relay between the Sub-Delegation and the PGE Unit/ABJ concerning the PGE program and file;
  • Organising and conducting IHL/IHRL dissemination and training sessions, including case study, for AFN and LE Agencies’ personnel deployed in the North East (30%).
  • Advising - under the technical guidance of the MAG/ABJ HoU - the SD/MIU Management on all matters concerning the ICRC’s dialogue with military authorities in the NE (20%).
Education and Experience Required:
  • Master's degree in Social Sciences.
  • Retired commissioned military officer not below the rank of Major with a pass staff college (PSC) award.
  • Basic knowledge of IHL and human rights law.
  • Fluent in written and spoken English (knowledge of Hausa language an advantage).
  • Good analytical and writing skills.
  • Efficient use of Microsoft PowerPoint and Word.

    Job Title: Radio Operator Location: Abuja Job Description Independently operates all radio and satellite equipment for voice and data communication. Independently facilitates radio and telecommunication contacts and permanent field follow-up according to internal guidelines. Selects most efficient mean of communication (inside and outside ICRC), taking in account format electronic or paper), speed and price. Operates all machines for Voice (Tel, VHF, HF) and satellite telephone and maintains daily radio and operations in the field mobile log. Acts quickly in the event of an emergency and contact relevant managements to contain and help solve critical incidents maintain a detailed incident log for security reports. Registers and treats incoming and outgoing information confidentially, rapidly and with accuracy. Main Duties and Responsibilities
  • Operates all types of radio (VHF, HF) including phone/satellite equipment for voice and data communication
  • Maintains daily radio operations in the field mobile log
  • Facilitates radio and telecommunication contacts and maintains a permanent field follow-up according to internal guidelines
  • Respects international and national radio procedures when contacting other stations
  • Immediately shares with management any information that can affect ICRC operations.
  • Registers and treat incoming and outgoing information, confidentially, rapidly and with accuracy
  • Is responsible for ensuring that the correct languages are used when working with all types of radios
  • Selects the most efficient means of communication (inside and outside the ICRC) taking into account speed and cost
  • Conducts radio checks as requested by management
  • Keeps record and tracks of satellite equipment, portable radios and other equipment in the Radio Room and ensures that they are constantly in good working condition
  • Reports all faults or irregularities relating to the efficient functioning of the Radio Room and/or the equipment to the Radio

Education and Experience Required
  • Diploma in ICT or Electrical Electronic, additional vocational training in electronics, telecommunication, IT or similar field will be an asset
  • Experience in communications/Radio operations within NGO’s or similar function preferably with an international organization
  • Very good command of written and spoken English.
  • Very good knowledge of Windows based computers
  • Good knowledge of radio (HF & VHF) technology and satellite communication

    Job Title: Detention Field Officer 1 (Prison Systems) Location: Abuja Job Descriptions Under the direct supervision of the Prison System Advisor and in coordination with the Deputy Protection Coordinator in charge of detention, the Detention FO - PSO: Participates in identifying and formulating solutions to humanitarian issues that are rooted in the prison system, using a project-cycle methodology and a multi-disciplinary approach. Contributes to confidence building efforts and sustains constructive dialogue on systemic issues with NPS authorities at the prison, State, Zonal and Federal levels. Supports the Delegation in developing a mapping of the key actors involved in detention-related programs and in developing and/or strengthening contacts with them. Main Duties and Responsibilities
  • Support the mapping of stakeholders working in detention and of detention-related programs (building of new prisons, training of staff, capacity building projects, etc.) that these actors plan or are implementing in Nigeria in order to identify possible points of contact, as well as synergies.
  • Support the development of multi-stakeholders approaches to the benefit of the penitentiary system.
  • Support the PSA in the development of seminars or thematic workshop on relevant issues, with prison management and other authorities/actors.
  • Participate in the planning and preparation of training for NPS Staff.
  • Takes part in briefings and technical support to staff involved in detention activities.
  • Helps to plan, organize and prepare minutes of internal and external meetings.
  • Reports the results of his activities in a timely manner using existing institutional tools.
  • Follows up on all work-related messages and correspondence with the relevant contacts and departments

  • Knowledge of prison authorities or other stakeholders, potential network of interlocutors.
