Background

  • The Sustainable Development Goals (SDGs) were adopted by World leaders in September 2015 as the successor to the unfinished business of the Millennium Development Goals (MDGs). In order to fast-track its implementation in Nigeria, a technical collaboration between the Office of the Senior Special Assistant to the President on Sustainable Development Goals (OSSAP-SDGs) and the United Nations Country Team (UNCT) has been developed.
  • The technical collaboration is aimed at coordinating the partnerships for SDGs implementation between MDAs at the National level, between the national and sub-national governments as well as between the government and the private sector. The approach builds on the work already done by OSSAP-SDGs and individual UN Agencies in the last four years.
  • This recruitment will help strengthen the implementation capacity of the OSSAP-SDGs in the discharge of its four-fold mandate.

Duties and Responsibilities
Under the guidance of the Senior Technical Advisor, and oversight by the SSAP-SDG, the Communication Specialist will work in close collaboration with Communications Unit and other relevant Units/Departments. In particular, the incumbent will be responsible for the following specific tasks:

  • Support the implementation of a Country SDGs Communication Strategy at the national and sub-national levels
  • Draft Policy Brief and disseminate to key stakeholders in line with the sensitization and advocacy mandate of the Office.
  • Provide timely information to internal and external stakeholders on the overall implementation of the SDGs in Nigeria.
  • Support related national or UNCT initiatives;
  • Collect data, conduct interviews, analyse findings and support the conduct of substantive research and analysis on the 2030 Agenda at all levels.
  • Build the capacity of staff in the areas of development communication and impact measurements.
  • Assist in identifying and building relationships with relevant authorities and actors at national and local level, including Media houses.
  • Build the capacity of key actors to effectively address communications gap in promoting the 2030 Agenda and the SDGs.
  • Participate in all SDGs’ at national and sub-national levels;

Background
The Spotlight Initiative is a global partnership to eliminate all forms of violence against women and girls. It was launched in September 2017 by the United Nations (UN) Secretary-General and the European Union (EU) High Representative and Vice President (HRVP). The Spotlight Initiative supports UN development system (UNDS) reforms to implement the 2030 Agenda for Sustainable Development: 3 Core Agencies (the United Nations Development Programme (UNDP), the United Nations Population (UNFPA) and UN Women) work together, with other relevant UN agencies, funds and programs (AFPs), making large-scale investments in priority countries.  
 
The Initiative will bring the UN system together, engaging relevant AFPs, in line with their respective mandates and capacities, to build on and scale up what works, including through complementing and supporting existing mechanisms and programs on eliminating violence against women and girls (EVAWG).
 
The Initiative is funding an allocation of €250 Million for 8 African countries: Nigeria, Liberia, Niger, Malawi, Mozambique, Zimbabwe, Uganda and Mali where it seeks to eliminate sexual and gender-based violence (SGBV), harmful practices (HPs), and addressing related aspects of sexual and reproductive health and rights (SRHRs).  In Nigeria, the Spotlight Initiative aims to support a Nigeria where all women and girls, particularly the most vulnerable, live a life free from violence and harmful practices.

The Office of the UN Resident and Humanitarian Coordinator (RCHC) coordinates five UN Agencies to implement the Spotlight Initiative in Nigeria- UN Women, UNFPA, UNDP UNICEF and UNESCO. The Resident Coordinators Office is hereby soliciting for applications from competent and qualified individuals for the post of a Knowledge Management and Evidencing Officer for the Spotlight Programme.

Under the direct supervision of the Spotlight Coordinator, the Knowledge Management and Evidencing Officer will analyze, document, disseminate and ensure the effective uptake of knowledge products and lessons learned from Spotlight Programme Implementation and demonstrate the evidence base for ending Violence Against Women and Girls.

Duties and Responsibilities
Implement the Knowledge Management Strategy and Work Plan for the country programme:

  • Support the Spotlight Programme to implement its Knowledge Management Strategy;
  • Coordinate and monitor the Spotlight Initiative knowledge management team activities as per the plan and framework;
  • Feed into the Regional and Global KM strategy, KM work plan and periodic reports with concrete evidences and verifications;
  • Support in piloting innovative interventions;

Identification and documentation of good practices and lessons learned:

  • Collect knowledge on current and emerging trends by gathering relevant information on programme, projects, strategies, best approaches and ongoing experience for lessons learned, best practices;
  • Identify and formulate lessons learned from evaluations and studies to be integrated into broader knowledge management efforts;
  • Tap into existing learning platforms and contribute to the SI Global knowledge Platforms;
  • Share experiences with other Spotlight countries and regions;
  • Feed into the Regional and Global KM strategy, KM work plan and periodic reports with concrete evidences and verifications;

Provide support to all RUNOS and capacity building to UNDP partners to effectively monitor their programme results:

  • Participate actively in technical discussions with the Programme Management Unit and with Spotlight Recipient UN agencies KM focal points when required;
  • Build team capacity on Knowledge Management of Spotlight activities under implementation by Spotlight team, partners and stakeholders  
  • Share relevant tools and products generated, as well as learning opportunities and events;

Based on the Knowledge Management framework, Programme Coordinator, Technical Specialists, Civil Society Reference group and all agencies on best interventions to publicize:

  • Establish and maintain regular dialogue with key stakeholders’ partners involved in the collation of best practices and lessons learnt to ensure the best interventions are publicized;
  • Establish partnerships with learning and research institutions;
  • Provide support and inputs to the Spotlight Initiatives communication and visibility plans and activities;

Work with contracted partners to facilitate lesson learned reviews:

  • Provide guidance on Spotlight Initiative evaluation policies, procedures and practices to programme partners, staff concerned with assigned project/thematic/sectorial evaluations and/or desk reviews, consultants and/or members of the knowledge management team;

  • Proven experience in interaction with a variety of stakeholders (communities, government, CSO, donors, UN agencies, local government, etc. for effective liaison, synergy and coherence in the preparation and delivery of project’s activities;
  • Proven experience in working in a computer environment using multiple office software packages;

Language Requirements:

Background

  • Under the overall guidance and supervision of the Chief Security Adviser (CSA) the Local Security Assistant assists in the implementation of security operations and all matters relating to the management of safety and security for UN personnel in the region of assignment.   

Duties and Responsibilities

  • Assists CSA/FSCO in collecting, updating and communicating information regarding the security situation in the Area of Responsibility (AoR);
  • Assists in maintaining the Security Plan(s), including updating staff lists;
  • Supports the CSA with the monitoring of the security measures implementation as recommended in the Security Risks Management (SRM) process ) for the AoR;
  • Assists in reporting security incidents affecting UN staff, offices and assets;
  • Organizes and delivers training courses on security awareness and preparedness;
  • Assists in monitoring the implementation of the (Residential Security Measures office safety and security preparedness;
  • Provides general administrative assistance to the CSA;
  • Performs any other duties as assigned.

Assists the CSA / FSCO in collecting, updating and communicating information regarding the security situation in the AoR:

  • Liaises and coordinates, as appropriate, with the host government security organizations and/or personnel, including national and local provincial authorities, military, and police officers, as well as non-governmental organizations in the area of operation;
  • Helps to assess the security situation at the duty station and ensures adequate gathering and verification of security information that may be required for a proper analysis of the situation by the SA;
  • Communicates information on security to the heads of United Nations agencies and provides host country security advice to UNDSS in the absence of the CSA, as required;
  • Maintains regular contacts with Security Focal Points of UN agencies;
  • May be requested to provide technical assistance at A/SMT meetings, in the absence of the CSA.

Assists in maintaining the Security Plan, including updating staff lists:

  • Helps in the preparation and review of the UN Security Plan;
  • Supports actions during the implementation of the Security Plan, as required.

Assists the CSA/FSCO with the monitoring of the security measures implementation as recommended in the Security Risks Management (SRM) process for the AoR:

  • Assists in reporting security incidents affecting UN staff, offices and assets, and assists in the preparation of security reports, such as the Security Incident Report, the Security Assessments
  • Provides support in organizing and conducting training courses on security awareness and preparedness and providing security orientation to newly assigned staff members. Conducts security briefings, as required.

Performs other security-related tasks assigned by the CSA/FSCO:

  • Provides support in conducting security evaluations and provides advice on security measures for the residences (- Residential Security Measures - RSM) of UN staff, as well as on latest trends and threats to staff safety and security;
  • Establishes and maintains warden system and keeps update of information related to UN offices and residences;
  • Administers a pass and ID system;
  • Maintains liaison with commercial companies used for UN security at offices and residences, in order to ensure the effective and efficient use of the guard force.

Provides general administrative assistance to the SA / FSCO:

  • Maintains routine and confidential correspondence files/documents;
  • Maintains a database on contact details in relation to host country security authorities;

  • Under the leadership of the Spotlight Coordinator, Programme Associate will be responsible for providing administrative support to the SI programme
  • Facilitate bookings for SI programme staff and partners via proper and transparent processes.
  • Serve as principle point of contact on compliance issues with partners and program managers/officers.
  • Monitor allocated partner agreements and budgets and ensure compliance with compliance manuals and donor guidelines.
  • Ensure that all supporting documents are well kept for all transactions and for fixed assets.
  • Maintains accurate inventory of office equipment, furniture, software and accessories.
  • Maintain an efficient filing system of documents as per the SI programme’s guidelines.

  • Data and Statistics for Development:

Required Skills and Experience
Education:

  • Secondary Education
  • University Degree in Business, Accounting, Public Administration, Political Science or related field. Certification in Administration, Business, Accounting or related field is desirable, but not a requirement.

Experience:

  • At least Seven years of progressive responsible experience in programme administration, logistics, programme support service or other related area is required.
  • Good computer skills (Windows, MS Word, Excel/Spread sheets, the internet/Web) is required with proficiency in the use of accounting Software
  • Proven experience in interaction with a variety of stakeholders (communities, government, CSO, donors, UN agencies, local government, etc. for effective liaison, synergy and coherence in the preparation and delivery of project’s activities
  • Ability to work both in a team and independently and ability to transfer knowledge through formal and informal training
  • Strong interpersonal and organizational skills, required
  • Should be willing and able to travel widely within the country
  • Ability to perform a broad range of activities aimed at effective and efficient functioning, including dealing with multiple and routine tasks

Language Requirements:

  • Excellent knowledge of English (written and spoken) is mandatory.
