One major determinant of Nigeria's foreign policy is cooperation among African States. Nigeria's foreign policy considers African affairs before those of other countries or continents.

Nigeria's first participation in a United Nations peace-keeping operation was in Congo.

Nigeria gained her Independence on the 1st of October 1960 and no sooner Nigeria became independent than she became a staunch member of United Nations Organisation. Then by the year 1960, Nigerian troops landed in Congo as one of peace-keeping contingents.

Nigeria became a frontline state in the Southern African Liberation struggle because of her anti-apartheid stance.

It should be recalled that Nigeria nationalized the Assets of British Petroleum because the company supported Apartheid Policy in South Africa which was highly against Nigeria's interests. Nigeria also championed the boycott of countries that supported and aided racism and apartheid in Africa.

The New Partnership for Africa's Development (NEPAD) is an economic development  program of the African Union. NEPAD was adopted at the 37th session of the Assembly of Heads of State and Government in July 2001 in Lusaka, Zambia. NEPAD aims to provide an overarching vision and policy framework for accelerating economic co-operation and integration among African countries.

NEPAD is a merger of two plans for the economic regeneration of Africa: the Millennium Partnership for the African Recovery Programme (MAP), led by Former President Thabo Mbeki of South Africa in conjunction with Former President Olusegun Obasanjo of Nigeria and President Abdelaziz Bouteflika of Algeria; and the OMEGA Plan for Africa developed by President Abdoulaye Wade of Senegal

Diplomatic mission among Commonwealth member states are referred to as High Commission. The Minister representing the Government of his country in such a member country is known as High Commissioner.
