Job Title: Assistant Safety Manager

Location: Apapa, Lagos
Employment Type: Full-time

Principal Accountabilities

  • Ensures safety, health and environmental working conditions are followed at all times.
  • Implementation of policies, procedures and systems to provide for a safe and secure business operation.
  • Enforce safe working practices and ensure lost time injuries are kept to a minimum.
  • Assist the safety manager to drive and manage the company'saim to be recognized as an industry leader within the field of Safety.
  • Apply the overall company's Port standards and guidelines on HSE.
  • Liaise with national and local authorities and communities in order to achieve and maintain a valid security update. Represent the company with local government organizations related to safety and health, in order to ensure a mutual understanding of the Company’s goals and requirements, and to work in a cooperative partnership with local resources.
  • Prepare facility audits to detect existing or potential accident and health hazards, determine corrective or preventative measures where indicated, and follow-up to ensure measures have been implemented.
  • Assist the safety manager in setting and achieving the budget for the HSE department.
  • Coordinate studies and analyses of industrial accident causes and hazards to health for use by company personnel and outside agencies.
  • Ensure that all safety & environmental issues are managed fulfilling the requirements of all the regulations applicable by National laws.
  • Ensure that all damage claims are handled fulfilling the requirements of all the regulations applicable according to national and international laws (maritime laws).
  • Ensure that emergencies are handled fulfilling the requirements of the regulations applicable nationally & internationally.
  • Set objectives within overall company guidelines. Provide direction in achieving the key results that fall within HSE functional area.

Critical Qualifications / Skills / Experience

  • Preferably a University or College Degree in Marine or Industrial Engineering and Certification in Safety and Quality Management.
  • Requires a proven record of HSE management experience from preferably port operations and/or similar industrial environments.
  • Effective negotiation and conflict resolution skills.
  • Ability to provide leadership, obtain cooperation and assistance to meet objectives.
  • Ability to work independently towards targets, understanding of and ability to cope with the full scope of a Terminal HSE requirements. Self starter; take ownership of work and tackles a complex environment of stakeholders.
  • Effective interpersonal and relationship building skills, including with public schools/training facilities; effective communicator; ability to generate organizational buy-in; Team player; effective negotiation and conflict resolution skills.
  • Requires good verbal and written communication skills in English and in the local language, where required.
  • General knowledge and experience on terminal practices (medium level as minimum).
  • Knowledge of Security regulations (national, & international.) and experience on security practices
  • Knowledge and experience on claims management and insurance.
  • Knowledge and experience relating the handling of dangerous goods & emergency situations.
  • 5 - 10 years seniority within Safety management within terminal operations, shipping, off-shore, petro-chemical, pharmaceutical or other (heavy) industry. Alternatively an equivalent experience within fire, rescue or hazardous materials work experience in transportation, production or similar.
  • English, French – fluent (oral and written).

Must have extensive knowledge of:

  • Fire Prevention standards,oil spill containment procedures, emergency response methods, respiratory protection, and personal protective equipment requirements.
  • Security standards, including crime scene investigation, coordination of activities with local law enforcement and general property protection.
  • First aid and CPR certified.
