Job Title: Human Resources Assistant 

Location: Katsina
Contract: 208 working hours per month and roster flexibility required

Main Purpose

  • Execute administrative, HR, and legal-related tasks to support the Project HR Manager following MSF standards and procedures, in order to ensure legal compliance and to realize the HR capacity required to achieve project objectives

Job Description

  • Under the supervision of the Project HR Manager managing personal files in order to ensure accuracy, compliance, and on-time payments.
  • Updating the HR database and personal files to facilitate HR processes management.
  • Updating Social security Tax office files in order to meet legal requirements including specific amendments when necessary in order to ensure local labour and fiscal law compliance
  • Preparing employment contracts in conformity with legal requirements including specific amendments when necessary in order to ensure local labour and fiscal law compliance. 
  • Preparing monthly payslips for all staff, editing and updating the necessary data, in order to ensure the punctuality and accuracy of staff payroll.
  • Following up on all expiring rental contract dates and inform the Administration Manager in order to leave enough time to arrange a renewal or look for some other alternative
  • Making all administrative information available to the staff (posting, meetings, etc.), supporting the Project HR Manager in translating documents into the local language, and assisting in meetings upon request.
  • Additional HR/ Admin tasks delegated by the Project HR Manager Draw up the final pay slip and employment certificate at the end of a contract in order to meet legal requirements while defending MSF’s interests. 
  • Make sure that a sufficient amount of printed forms are at any time available in the cupboard
  • Report to her/his supervisor any issue. 
  • Inform her/his supervisor on every movement during working hours.
  • Respect the confidentiality of the information obtained as part of her/his work
  • Don’t communicate to anyone foreign to MSF any information (especially about the processes, the data, the staff…).
  • Don’t take away any documents (hard and soft copy) without specific written authorization.
  • Manage cash box and cash-related activities in the absence of Finance assistant.
  • In the absence of a Finance Assistant, ensure monthly payment of all employee contributions in the time specified by state/Country and Coordination. Eg. FIRS, BIRS, and payee.
  • In the absence of a Finance Assistant, enter all finance information in SAGA 
  • Manage cleaners and cooks at office and base and report to Admin manager accordingly.

Requirements
Education:

Job Title: Base and Facilities Officer

Location: Katsina

Main Purpose

  • Carrying out or supervising all maintenance logistics activities in the MSF base and other assigned MSF premises (vehicles, fuel consumption, and local infrastructure) according to MSF standards and protocols in order to have the material, infrastructure and vehicles in optimal running conditions.

Job Description

  • Planning vehicles movements, tracking individual trips, and ensuring implementation of security measures
  • Tracking consumption of supplies, fuel, lubricants, used in different facilities (office, house, store, etc.).
  • Checking the maintenance of the various open spaces (gardens, courtyards...) and ensuring that domestic waste is correctly discarded
  • Checking and ensuring the maintenance of MSF premises and facilities, as well as the general water supply, electrical, walls, ceilings ect. and security conditions. In this sense, making inspection visits to assess the rehabilitation needs of facilities.
  • Performing maintenance of logistics equipment for cold chain, energy, IT and radio communications, in particular:
    • Inventories and the reallocation of equipment.
    • Renewing the authorization to use radio material with local authorities.
    • Checking the quality of the work carried out on generators and electrical installations.
  • Preparing orders for his sector activity, do the follow-up, and checking their proper reception and state.
  • Carrying out local purchases and ensuring that the line manager is aware of any problems linked to the quality or availability of the items to be purchased.

Job Title: Logistics Supervisor

Main Purpose

  • Supervising the daily logistics activities and providing maintenance to the MSF equipment, facilities, and infrastructures, according to MSF standards and protocols in order to maintain the facilities in perfect conditions and collaborate in the development of the mission.

Job Description

  • Monitoring maintenance activities of infrastructures, management of non-medical stocks and equipment according to MSF standards
  • Ensuring the check and follow-up of facilities under the line manager's supervision through daily visits to the facilities and reporting any anomalies or problems, evaluation of the rehabilitation needs, and following up minor building rehabilitation work according to supervisor's instructions; checking that premises observe security norms and monitoring the consumption of mechanical and electrical vehicles/machines/devices
  • Planning together with the line manager the required checks and maintenance activities of energy systems/set-up according to MSF standards
  • Coordinating and leading the logistics team under his/her responsibility which includes daily supervision, monitoring of the quality of work and the definition of each person's task, drawing up their working schedules; organizing and leading team meetings; participating in the recruitment of team personnel and attending logistics meetings and accounting for his activities
  • Ensuring the vehicle fleet maintenance which includes planning and overseeing timely preventive and curative maintenance of all project vehicles according to MSF standards and Instructing and monitoring drivers on correct driving habits and standard checks

Job Title: Laboratory Technician (Malaria Activity 4 - 5 months)

Location: Katsina

Main Purpose

  • Perform clinical laboratory activities according to MSF Recruitment Notice protocols, security and hygiene measures in order to obtain results to determine the patient’s treatment.

Job Description

  • According to medical prescription, preparing and performing clinical exams/tests with appropriate techniques and following MSF protocols and procedures. This function includes, among others:
    • Collecting samples (blood, urine, stool, Etc) and perform exams as prescribed by the clinician.
    • Centrifuging blood and urine samples.
    • Performing laboratory exams
    • Have a good mastery on blood transfusion process
  • Ensuring proper reporting and registration of the sample results in order to keep a written track of activity and give information to the relevant persons, ensuring confidentiality.
  • Perform cleaning and minor maintenance for biomedical equipment used. Following the user manual and protocols and alert supervisor in case of malfunctioning

Job Title: Finance Assistant

Location: Katsina

Main Purpose

  • Execute administrative and finance related tasks and follow up of project accountancy to support the Project Finance Manager following MSF standard and procedures, in order to ensure legal compliance and keep a strict control over monetary resources to achieve project objectives.

Job Description

  • Implementing cash management procedures in order to ensure the highest control and security, assisting the Project Fin Manager in the prevision of monthly treasury and planning in order to ensure the coverage of daily needs, advances on salaries, payroll, etc.
  • Processing the payment to suppliers and keep strict records of all documentation involved, informing the administration manager of any sort of disparity
  • Carrying out all accounting tasks and activities, classifying, preparing and filing of all accounting pieces in accounting software, in order to ensure strict control of all expenditures and the reliability of statements and documentation.

Job Title: Purchaser Officer

Main Purpose

  • Performing the day to day purchasing activities for the MSF Katsina Project according to MSF protocols and standards in order to ensure an optimal running of the mission/ project.

Job Description

  • Performing on a day to day basis the purchasing activities of a supply office, analyzing market sources and competitive pricing conditions among different suppliers in order to ensure an ongoing supply of goods, following the procurement procedures and according to MSF standards and protocols. Including the following activities:
    • Constantly assessing the local market, seeking products and suppliers that offer the best value for money and negotiating prices in order to guarantee the best quality and pricing for MSF goods and commodities. Regularly updating the supplier-item-price data on the supply office and informing the Supply (Activity) Supervisor / Logistics Supervisor of all information or modifications to the data i.e. price, address, items available
    • At the request of the line manager, obtaining different quotations from suppliers according to the MSF Purchasing policy and placing purchase orders to pre-selected suppliers with whom prices have been agreed
    • Requesting invoices or receipts, without delay, for all purchases, checking they are correctly filled and translating information written in local language before approval
    • Managing the administrative and accounting procedures related to purchases: completing purchase orders, checking delivery notes (against orders), managing advances issued by the Finance Department, etc. Updating information on purchase lists after purchases are made

Job Title: Nurse (Malaria Activity)

Main Purpose

  • Providing nursing care, treatment, and follow-up of patients, according to doctors’ prescriptions, protocols applied in service, and universal hygiene standards/precautions, in order to ensure the quality and continuity of care for the targeted population

Job Description

  • Knowing, promoting, implementing, and following up the universal hygiene standards/ precautions, bio-hazard prevention and infection control, security rules, and other protocols and procedures in the medical premises and ensuring high standards of hygiene of his/her working environment. Respecting medical secrets and confidentiality at all times.
  • Organizing and carrying out care and treatments according to medical prescriptions, and assisting during consultations, daily rounds, and other medical procedures. Participating in health education of the patient (and family) when necessary. 
  • Identifying Sexually Gender-Based Violence victims and referring them to the medical team so they can receive the necessary treatment. Knowing and is aware of the importance and appropriate use of the Post Exposure Prophylaxis (PEP) Kit
  • Ensuring patients are properly received and installed and that those with a lack of autonomy are assisted, especially regarding their feeding, personal hygiene, movements, and comfort. Job Title: Nursing Team Supervisor

Location: Katsina

Main Purpose

  • Plan, organize, and evaluate the activities concerning nursing and the team associated, according to MSF values, policies and protocols and universal health standards, in order to warrant the quality and continuity of the health care and the development of the plan of action.

Job Description

  • Carry out the functions and tasks associated to nursing i.e. perform as a nurse or anaesthetist, whenever required or needed, in order to optimize the resources, contributing with his/her knowledge and experience.
  • Implement all the protocols and hygiene procedures and supervise his/her team follow the same standards, in order to warrant the quality of the care and service in his/her speciality.
  • Organize and coordinate the activities of his/her team (week’s schedule, annual leave, absences, etc.), evaluate their performance and define and ensure the needs for training of staff, in order to ensure the coverage of the human resources needs and maintain high standards of quality.
  • Carry out and/or supervise the ( decentralized) pharmacy and medical equipment management (drugs orders, follow-up of the stock, storage conditions, inventories, follow-up of expired drugs and their destruction, drugs consumption, etc.)in his or her department, in order to satisfy the needs of material with efficiency and effectiveness.
  • Ensuring that all staff using medical devices are qualified and trained. Ensuring that cleaning and minor maintenance tasks are performed according to the protocols. Reporting any malfunction to the project biomedical service.

Job Title: Pharmacy Supervisor

Location: Katsina

Main Purpose

  • Ensuring storage, stock management and supply processes, as well as hygiene and security procedures, tools, and protocols (controlling pests and rodents), implementing appropriate quality controls and records, in order to ensure good storage conditions (temperatures, humidity and light exposure) and availability of drugs and medical material, according to MSF protocols, national regulations and in cooperation with the logistics department.

Job Description

  • Participating in the preparation of the International Order and Annual Budget definition.
  • Coordinating the delivery, reception and recording of international and local orders, in close coordination with the supply department. Ensure stock cards and Isystock are updated and informing line managers on their status (new items, shortfalls, over-stocking, sleeping stocks, expiry dates), in order to permanently ensure security stock levels and ensures efficient management of stock.
  • Management and supply of medical cold chain items (thermolabile drugs and laboratory supplies) analyzing, monitoring and communicating changes (high or low) in temperature to the Pharmacy manager.
  • Control and analyze pharmacy orders in order to prevent stock shortages or to prevent drugs from expiring. Alert the pharmacy manager on time.
  •  Supervising, with the HR department, the associated processes (sizing, staff shifts, recruitment, training, performance evaluation, development and internal/external communication) of the pharmacy team in order to ensure both the sizing and the amount of knowledge required and to improve their knowledge on stock management.
  • Record all items received and distributed on the medical stock management software (Isystock).
  • Together with the Pharmacy Manager, ensure that all pharmacy staffs are aware of the Pharmacy SOPs and has been implemented and followed properly.
  • Responsible to do the Pharmacy Monthly Report and to send the updated Isystock backup weekly to the Pharmacy Manager and to the Coordination.
  • Ensures that all inventories of drugs and medical devices exist and are updated according to MSF guidelines and protocols.
  • Responsible for the storage, ensuring safety and proper record keeping for narcotics and all other controlled substances.
  • Responsible for maintaining a record of expired / damaged medical items and would assist the Pharmacy Manager in the process of destruction of expired / damaged items.
  • Assist the Pharmacy Manager when necessary in engaging and following up with regulatory authorities such as MOH, NAFDAC, and PCN.

Requirements

Job Title: Laboratory Supervisor

Location: Katsina
Employment Type: Contract

Main Purpose

  • Planning, organizing and carrying out laboratory activities and supervising the laboratory staff according to MSF protocols, security measures and hygiene standards, in order to support the MSF medical team in the diagnosis of patients’ diseases.

Job Description

  • Participating in the project planning and follow-up and reviewing the laboratory budget when necessary in order to support MSF’s medical activities.
  • Ensuring the compliance of MSF hygiene and safety protocols, both individually and collectively as well as informing staff of existing biological risks.
  • Performing laboratory tests and carrying out sample collection (serology, hematology, biochemistry, bacteriology, parasitology ...) in accordance with prescriptions as well as ensuring that quality control tests are carried out regularly. Informing the doctor of the results of the tests and keeping a record of the analysis with data from patients.
  • Covering lab technician and Microbiology lab technician in case of leaves and overload
  • Training lab technician and other medical staff about any procedure related to lab.
  • Better knowledge of all processes related to blood transfusion
  • Ensuring proper management (cleaning, maintenance, arranging) of all laboratory equipment and the adequate supply of needed equipment and material in order to prevent stock-outs. This includes being responsible for all required automatic instrument calibration, ensuring that no material is taken out of laboratories without prior authorization and carrying out a proper storage system and conditions, inventory, etc. In cooperation with logistics department, ensuring that cold chain is properly maintained in Laboratory areas for both, samples and reagents.
  • In the absence of a Laboratory Manager, ensuring proper registration and needs of all lab related activities and implementing a correct use of the associated management tool (EpyTryp. Etc.) in order to have a proper recording of laboratory activities. Preparing and sending slides/samples for external quality control.
  • Ensuring that all staff using medical devices are qualified and trained. Ensuring cleaning and minor maintenance tasks are performed according to the protocols. Reporting any malfunction to the project biomedical service.
  • Producing regular reports on the testing and on any issues / problems related to laboratory personnel and / or the material used.

  • Essential degree as Laboratory Scientist

Experience:

  • Essential 2 years’ experience in a laboratory, preferably as a Lab Technician

Job Title: Medical Doctor

Location: Katsina

Main Purpose

  • Provide outpatient and/or inpatient medical care to patients/beneficiaries according to adapted and updated medical knowledge, MSF protocols, values and universal hygiene standards to improve the patients/beneficiary’s health conditions.

Job Description

  • Apply medical knowledge and skills to diagnose and prevention. Carry out outpatient and inpatient consultations, prescribing the necessary treatment respecting MSF protocols.
  • Keep the patient and/or his/her family informed about the illness and provide appropriate explanations about the treatment to follow, checking they have understood.
  • Follow up the evolution of the hospitalized/IPD patients, through daily visits , consultations and examinations, prescribing the necessary treatment following MSF protocols, deciding whether they can be discharged or transferred to other departments – in collaboration with other doctors- and informing their family about the patient’s evolution.
  • Check and control the rational distribution of medicines and equipment under his/her responsibility and take care the quality, disinfection and sterilization of the medical material. Assure general compliance with standing hygiene standards.

Job Title: Nurse

Location: Katsina

Main Purpose

  • Providing nursing care, treatment and follow-up of patients, according to doctors’ prescriptions, protocols applied in service and universal hygiene standards/precautions, in order to ensure the quality and continuity of care for the targeted population

Job Description

  • Knowing, promoting, implementing and following up the universal hygiene standards/ precautions, bio-hazard prevention and infection control, security rules and other protocols and procedures in the medical premises and ensuring high standards of hygiene of his/her working environment. Respecting medical secrets and confidentiality at all times. 
  • Organizing and carrying out care and treatments according to medical prescriptions, and assisting during consultations, daily rounds and other medical procedures. Participating in health education of the patient (and family) when necessary.
  • Ensuring patients are properly received and installed and that those with lack of autonomy are assisted, especially regarding their feeding, personal hygiene, movements and comfort. For ER and OPD nurse, ensuring triage of patients in waiting areas, wards or during emergencies, detecting the priority acute/emergency cases, carrying out first aid care and referring them to the doctor when necessary
  • Carrying out admission, surveillance and follow-up of patients (i.e. assessment of the evolution of their state of health and the identification of any emergency situation or deterioration
  • Carrying and supervising administrative procedures and documents (fill in patient’s files, forms, consumptions, statistics, registers, health files, etc.), ensuring an appropriate written/oral handover, and reporting any problematic situations and cases that may arise. Participating in data collection and keeping doctors/supervisors informed.
  • Participating in the department-related pharmacy and medical equipment control and maintenance (quality and its functioning, storage conditions, follow-up of expired drugs inventories, stock takes of medicines and material at every team changeover ensuring no material is taken out of nursing area/wards without prior authorisation, etc.)
  • Perform cleaning and minor maintenance for biomedical equipment used. Following the user manual and protocols and alert supervisor in case of malfunctioning.
  • Supervising and training nurse-aids, nutritional assistants, cleaners and other related staff under his/her supervision, ensuring teamwork and adherence to all appropriate protocols and procedures

Requirements
Education:

  • Recognized Nurse Degree / Diploma
  • NCN Registration and practicing Licence
  • Bachelor’s in Science of Nursing Desirable

Experience:

  • Desirable 2 years of previous experience and previous experience in other NGO’s
  • Demonstrable experience in supervising and training others in a team setting
  • Previous experience in the management of malnutrition and malaria cases (mainly for children) will be an asset

Job Title: Bio-Medical Technician

Location: Katsina

Main Purpose

  • Performing autonomously and following up, the maintenance and correct repair of the biomed equipment in the project/mission and ensuring regularly that the usual medical maintenance and cleaning are done properly according to MSF standards and procedures, in order to ensure the equipment are in perfect running conditions.

Job Description

  • Performing and carrying out, all necessary complex / advanced installation, maintenance and repair of MSF biomedical equipment and ensuring that as few items are out of service at any given time. This includes the following tasks: 
    • Organizing and participating in the installation of biomedical equipment
    • Following the schedule and carrying out preventive and curative maintenance works for the equipment according to the MSF and/or manufacturer's protocols, manuals, and recommendations and ensuring that cleaning and simple maintenance are properly carried out by medical staff
    • Reporting any issues or problems on biomed equipment to his/her supervisor and proposing solutions (training of staff on a device, operating procedures, etc.). If maintenance work requires further assistance, documentation or additional tools, this shall be requested from and provided by his/her supervisor.
    • Participating in organising user training where required
  • Managing the stock of consumable items, filling in the stock cards, carrying out physical stock inventories, executing orders necessary for renewing stock, avoiding any shortage.
  • Responsible for the equipment and tools (including extinguishers), checking they are correctly and safely used, maintaining and renewing them when necessary and keeping the inventory updated.
  • Keeping working area clean and tidy.
  • Ensuring that all record sheets and books related to maintenance are always completed (including date of intervention, replaced parts, problems and solutions) and preparing needed reports before and after any repair or required maintenance.

Requirements
Education:

  • Biomedical Technician preferred.
  • Diploma as mechanical or Electrical Technician.

Experience:

  • Minimum 2 years working experience essential.
  • Pedagogical skills are an asset.

Language:

  • English and Hausa essential; and any other local language desirable.

Job Title: Medical Doctor (Malaria Activity, 4-5 months)

Location: Katsina

Main Purpose

  • Provide outpatient and/or inpatient medical care to patients/beneficiaries according to adapted and updated medical knowledge, MSF protocols, values and universal hygiene standards to improve the patients/beneficiary’s health conditions.

Job Description

  • Apply medical knowledge and skills to diagnose and prevention. Carry out outpatient and inpatient consultations, prescribing the necessary treatment respecting MSF protocols.
  • Keep the patient and/or his/her family informed about the illness and provide appropriate explanations about the treatment to follow, checking they have understood.
  • Follow up the evolution of the hospitalized/IDP patients, through daily visits , consultations and examinations, prescribing the necessary treatment following MSF protocols, deciding whether they can be discharged or transferred to other departments – in collaboration with other doctors- and informing their family about the patient’s evolution.
  • Check and control the rational distribution of medicines and equipment under his/her responsibility and take care the quality, disinfection and sterilization of the medical material. Assure general compliance with standing hygiene standards.
