Country Director at African Humaniatarian Aid International (AHAI)


African Humaniatarian Aid International (AHAI) is a non-governmental International Humanitarian Organization with Head quarter in Yaounde-Bastos Cameroon with, a functional office in Maryland (USA). The Organization delivers multisectoral serivces (Health, Nutrition, food security, WASH, protection and Education) in Central Africa (Cameroon, Central African Republic, Chad, DR congo) and protection and Education in West Africa ( Nigeria).

We are recruiting to fill the position below:



Job Title: Country Director

Location: Abuja
Employment Type: Full-time

Specific Job Description
Representation:

  • Representing the organization in key meetings with  local authorities,  donors , UN bodies and stakeholders
  • Representing and participating in   lobbying  meetings with donors,  for resource mobilization 
  • Ensuring lobbying meetings with donors, UN partners etc..
  • identifying opportunities for partnerships in line with the organization partnerships strategegy, 
  • showcasing  the organization missions, vision and mandate in coordination meetings 
  • Representing the organization in humanitarian country team ( HCT)  cluster meetings, 

Coordination:

  • Collaborating with government counterparts, UN partners for  projects kick-off meetings and grants opening  
  • Ensuring coordination with partners for the formation of partnership, consortia  
  • Ensuring coordination with organization various departments for development program implementation tools..
  • Attending monthly coordination meetings at the federal level 
  • Planning and coordinating   programs activities  as per timelines and work plan 
  • planning, supervising and coordinating  joints  supervision field visits with government bodies, UN and other partners
  • Organizing and coordinating meetings for programs revision and budgets 

Project / Program Management:

  • Assisting the program team in the design and development of programs 
  • Designing and drafting the organization annual implementation strategy  and plan 
  • Supervising the implementation of  programs 
  • Overseeing  the implementation of the programs as per work plans and donor timelines 
  • Ensuring the review of the organization's annual strategy in relation to  emerging field needs 

Reporting:

  • Ensuring the reporting to the HQ  on program update 
  • Ensuring liaison between the  HQ  and the donors 
  • Ensuring communication between the HQ and the departments as well as respect of communication steps 
  • Ensuring  weekly briefing of field staff of funding, programs as per donor 
  • Ensuring reporting of programs activities  to the  donors 
  • Updating the HQ  on the  challenges linked to the mission 

 Finance:

  • Overseeing  the good implementation of the organization financial policy 
  • Overseeing the  respect of financial internal controls 
  • Ensuring segregation of duties in financial  transactions 
  • Planning and overseeing  annual audits of the organization  
  • Supervising the  financial records  good practices 
  • Overseeing  monthly and quarterly financial reports 
  • Approving financial PVs after the finance officer and  finance manager have initiated and checked the PVs
  • Ensuring signing of monthly bank statements  for monthly bank reconciliation 
  • Overseeing  the monthly bank reconciliations  are in conformity with basic acceptable accounting principles
  • In collaboration with  the finance team, leading the monthly budget review meetings 
  • Overseeing  implementation of programs as per approved donor budget 
  • Approving continued capacity strengthening of finance staff 
  • overseeing  minimum standards in financial transactions
  • Ensuring quarterly audits by the internal auditor and act upon the recommendation  

 Human Resource( HR):

  • Collaborating with the HR manager for the recruitment of national staff 
  • Overseeing that new staff go through induction and organization code of conduct 
  • Monitor the profiling of all staff 
  • Supervising monthly deduction and reversal of securities  to the government's relevant agencies 
  • Ensuring that staff securities  documents are profiled 
  • Ensuring that staff files are updated 
  • Making suggestions to the HQ for the recruitment of expatriate staff as per needs  
  • Overseeing training of all the staff on PSEA as well as signing  off of organization's ethical  code of conduct 
  • Ensuring  capacities building of staff as planned by the HR
  • Overseeing  staff vacation as per the HR manual policy 

 Security:

  • Collecting information related to security and briefing staff prior to field movements 
  • Informing the field staff on security thread, risk and mitigation risk 
  • Developing the risk mitigation strategy in collaboration with the program team 
  • Ensuring that all staff have documentation for field mission 

Logistic/ Procurement:

  • Ensuring that the logistic and procurement policy of the organization are  respected, adapted to the country's operational procedures  and implemented 
  • Ensuring the conformity / adherence of logistic/ procurement staff to Anti- fraud policy 
  • Ensuring  no conflict of interest in procurement transactions 
  • Supervising vendors ‘ selection processes. 
  • Ensuring that various procurement instances are implemented ( advertisement of bid, bid selection process, contract award etc.. )  

Education

  • The interested candidates should have a minimum of Msc in the following: Political Sciences, Social Sciences, Business Administration, and International Development with 10 years experience.
  • A BSc in the mentioned subjects may be accepted in lieu of Msc and additional 12 years of experience.

Core competencies:
The interested applicants should demonstrate skills  and competencies in:

  • projects design, development, implementation,  monitoring and evaluation
  • program management 
  • reports  writing  and communication 
  • risks identification and risks management  
  • leadership and representation 
  • budget management 

Languages:

  • the applicants should be skillful in English: written and verbal 
  • Knowledge of french is an asset.
