Job Description

  • The IRC has been present in Nigeria since 2012 when the organization responded to flooding in Kogi state. In February 2014 the IRC moved into Adamawa State in NE Nigeria to provide humanitarian interventions through a multi-sectoral, integrated approach for conflict-affected populations.
  • IRC Nigeria now operates a country office in Abuja and field offices in Mubi and Yola of Adamawa State, Maiduguri and Monguno of Borno State, and Damaturu of Yobe State. Currently, IRC Nigeria implements programs for primary health care, nutrition, environmental health, women’s protection and empowerment, protection, child protection, education, food security & livelihoods.
  • USAID’s Opportunity to Learn (OTL) is a 5-year project that aims to address the immediate education needs of out-of-school children (OOSC) and youth in Borno, Adamawa, and Yobe states, through safer new and existing non-formal education, while laying the groundwork for sustainable improvement of education systems at the community and government levels.
  • The OTL goal is to ensure out-of-school children and youth in Northeastern Nigeria are safely able to gain foundational skills, including literacy, numeracy, and social and emotional skills, to progress to higher levels of education, training, and/or engagement in the workforce.

Key Responsibilities
Data collection tools and database design:

  • Assist the MEL team to clean, process, analyze, and interpret all MEL-related data across the five Strategic Objective program areas.
  • Ensure all received data is accurately entered into OTL PowerBI databases in a timely manner.
  • Ensure Programs submit monthly, quarterly, and annual data for inclusion in MEL reports.
  • Take part in designing electronic data entry templates for mobile/tablet data collection.
  • Partake in designing a strategy to collect filed level information required by OTL/USAID and/or stakeholders.
  • Work with the MEL and program team in standardizing the project M&E tools.

Data collection and analysis:

  • Closely work with front-line staff and volunteers to make so that OTL data is collected on a timely fashion.
  • Take part in the Data Quality Audits, share with program staff, and document findings.
  • Closely work with staff to ensure they follow the correct procedures and criteria during beneficiary registration.
  • Responsible for archiving data and following up with state focal persons to ensure data are well documented and stored in a safe and confidential manner according to the IRC data privacy policy.
  • Communicate and orient responsible partners or program staff on the use of the tools they are responsible for.
  • Apply data cleaning techniques to ensure the quality of data collected from the field.
  • Tabulate and cross-tabulate the field data for further analysis by M&E Officers and program staff.
  • Identify the data quality issues and bring them to the attention of the MEL officer with proposed actions.
  • Train and supervise survey enumerators.

Capacity building and supervision:

  • Train enumerator hired for assessments.
  • Support in organizing orientation for front-line staff, partners’ staff, and volunteers on the monitoring tools and train them how to use data for decision-making.

Perform other duties assigned by the supervisor:

  • Perform other task-related assignments proposed by his/her supervisor/s

Key Working Relationships:

  • Position Reports to: MEL officer
  • Indirect/Technical Reporting: MEL Lead
  • Position directly Supervises: Enumerators

Key Internal Contacts:

  • Program Lead, Reporting and Communication Lead, Consortium Leads, State, Education Officers

Key External Contacts: 

  • Teacher Mentors, Learning Facilitators, Enumerators, Data hub information officers, and consortium partners.

Qualifications

  • Education: Degree / Diploma in Statistics, Computer Science / IT / or any sector or sub-sector-related field.
  • Work Experience: At least 6 months of experience working in monitoring and evaluation, data collection, transcription, etc.

Demonstrated Technical Skills:

  • Demonstrated the use of ICT4D such as Kobo collect, Ona, Commcare etc.
  • Demonstrated report writing skill, facilitation, and communication skills.
  • Strong data collection, and data documentation skills required.
  • Familiarity with MEL tools and processes.
  • Experience in supporting assessment.
  • Most importantly, commitment to IRC values and principles.
  • A strong team player with excellent interpersonal skills and the ability to work with groups of diverse backgrounds.

Languages: 

  • English and Hausa is a must, Kanuri will be an advantage

Computer/Other Tech Requirements:

  • Full professional competency in Microsoft Office Suite, especially Word, Excel, Outlook, and PowerPoint. 

Ability to Travel:

  • 70 % of the time will be required to be spent on the field.
