We are recruiting to to fill the position below:     Job Title: Information Education Communication Manager Location: Maiduguri, Borno Line Manager: Medical Coordinator Length of contract: 6 months Possibility for extension: yes Starting date:  ASAP Job Tasks Under the supervision of the Medical Coordinator, the Information Education Communication Manager will be responsible for the following activities:

  • Defining and updating the HP/IEC strategy and related activities through annual project and budget plan (objectives, target population, campaigns, messages, activities, specific actions, etc.).
  • Assessing knowledge of the target group on a health risk  and analyzing the context (local culture, traditions, habits, health perception) to adapt health activities and support the social mapping (villages, populations, actors), Identifying indicators in order to monitor HP activities results and achievement and using the concrete tools to measure and follow up those activities
  • Assessing, developing and adapting IEC/HP materials according to the needs of the project. Ensuring content and format have been pre-tested with target groups in order to ensure the adequacy, relevance, full understanding of the messages. Leading focus-group discussions with target groups in order to ensure the adequacy, relevance, broadcasting and full awareness of the messages, ensuring they are worded in a pedagogic manner
  • Liaising with other relevant actors (national and International NGO’s , authorities) also involved in prevention activities, analyzing interventions and building cooperative relationships and advocacy, in order to enhance the influence of the campaigns and messages and to improve awareness among the targeted population;
  • Ensuring regular collaboration and coordination with the MDM medical team, to guarantee that the HP is part of medical activities and contribute to the medical objectives of the project
  • Knowing protocol(s) for Gender Based Violence (GBV) and ensuring its application. Ensuring that the GBV component is part of the sanitization. Link with the GBV team for training and support the HE to sensitize, identify and refer the victims of GBV the medical team for treatment according to protocol(s) and apply same knowledge for the special cases of MHPSS including providence of PFA
  • Supervising the IEC/HP team and their activities, in and outside health facilities, reporting difficulties and progress as well as adapting format and content when necessary. Planning and supervising the HR associated processes (recruitment, training, evaluation, development and internal communication) of the IEC / HP staff of the project. This will be done in close coordination with the HR department, the administration manager and project coordinator and according to MDM vision, values and procedures. Ensuring that HP/IEC participates in counseling services when needed.
  • Participating in the monthly reports according to guidelines (SitReps, statistical reports, etc.)
Profile Required General Program:
  • Together with the MedCo and/or Deputy Medco develop plan of action for implementation.
  • Support the local partners in planning and organization of health education activities.
  • Oversee the implementation of the health education component of the program in the field
  • Actively participate in  field assessments and baseline surveys
  • Participate to analysis and writing detailed assessment and survey reports
  • Develop and implement a monitoring system to monitor the progress and outcome of the activities.
  • Conduct pre and post KAP surveys in the intervention area.
  • Advice MDM the Medical Coordinator and the General Coordinator on needs identified and propose new program strategies and areas.
  • Be proactive involved in decision making (policy, planning, strategy, finance, human recourse, operations)
  • Actively participate in program planning and proposal writing
  • Participate in program evaluations and contribute to analyses and reports
  • Regularly participate in meetings (Internal and External)
  • Assist General Coordinator if required
Health Education:
  • Review existing health education material, especially for mother and child health related subjects
  • Adapt material to program needs
  • Develop health education curriculum, using different methodologies (theater, storytelling, flipcharts, music).
  • Train CMS on effective HE methods (TOT).
  • Assist in implementing health education activities in health campaigns, health centers and outreach.
  • Monitor the health education sessions
Reporting:
  • Develop and improve the monthly data collection tool on health education data
  • Collect and analyze monthly health education   data
  • Write detailed monthly heath education
  • Write compiled mid-term and end of year health education activity reports.
  • SitRep … etc
Admin:
  • Assist in budget construction
  • Follow-up of health education  together with the administrator
Liaison with others:
  • Be focal point in the field and maintain the link between local partners, health staff
  • Represent MDM towards local authorities.
  • Assist the Medical Coordinator in presenting the MDM program and maintain relation with all related government bodies.
  • Liaise with other INGOs and participate in meetings (Health Cluster, Safe Motherhood, working groups etc.)
  • Lease with similar projects and look for cooperation and exchange of information
  • Be aware of political situation and security context and inform General Coordinator about security issues.

  • Directly responsible to support the staff and leadership of CMS
  • Responsible for the close coordination with General Coordinator, Medical coordinator, HPCo and field based staff

Education
  • Bachelor Degree with 5 years relevant technical experience or a Master Degree and 3 years relevant technical experience
  • Essential, university degree in social sciences, social communication, health promotion or related studies
Experience:
  • Proven superior program/technical management and planning, reporting and evaluation skills
  • Experience in medical preventive and curative programs and health promotion with large community component.
  • Extensive experience in training, TOT, participatory techniques, health education programs, community-based medical interventions, design of training modules and IEC material.
  • Essential, working experience of in related jobs (health promotion, project coordination, social research), preferably with MDM or similar INGO
  • Experience in qualitative research is a plus
  • Working in conflict and post conflict sittings
  • Experience in networking and representation with government, donors, the media and civil society
Languages:
  • Mission language English; local working language would be an asset (Hawsa and / or Margi and / or Arabic.

    Job Title: Deputy Medical Coordinator Location: Maiduguri, Borno Line Manager: Medical Coordinator Length of contract: 6 months Possibility for extension: yes Starting date:  ASAP Job Tasks Under the supervision of the Medical Coordinator, the Deputy Medical Coordinator will be responsible for the following activities:
  • Support the Medical Coordinator through delegated tasks and responsibilities.
  • Among others, support and collaborate with the Medical Coordinator in defining, leading and coordinating the entire medical scope of the mission, according to MDM standards, policies, protocols and values, in order to ensure the quality of the medical care given to the population at risk and thus improving their overall health and living conditions.
  • Fully assumes the medical coordinator responsibilities in case of absence including communication within Coordination Team and with the Medical Department.
Tasks Description
  • Support the medical coordinator to define, monitor and update the medical content of the MDM country policy and annual plan, by scanning health needs through Exploratory Missions and implementation of health information system, elaborating, monitoring and reviewing project proposals, determining, necessary resources in order to cover medical and humanitarian needs of the population at risk.
  • Collaborating and assisting in the production of medical reports.
  • Identifying priority needs, other potential areas of action, and emergency situations.
  • Coach, train and motivate the teams in the mission in order to align all field staff with MDM values and ethics, and ensuring their capability to carry out their job achieving MDM quality standards:
  • Ensuring proper induction of all MDM Staff.
  • Carrying out medical briefings and debriefings.
  • Identifying training needs for medical staff.
  • Identifying personnel showing potential.
  • Supervising and carrying out technical evaluations.
  • Promoting strict follow-up of MDM values and ethics by all staff and identifying any possible issue regarding this matter.
  • Collaborate, together with logistics and according to project needs, in the pharmacy management in order to ensure enough and quality supply of drugs and medical material.
  • Reviewing medical orders.
  • Supervising the monitoring of medicines consumption and stock levels of the different projects.
  • Assist defining and implementing the staff health and security policies for international and national staff in order to ensure its overall safety.
  • Monitoring both physical and mental health state of staff.
  • Promoting the compliance of all related protocols and procedures.
  • Collaborating in the update of issues regarding the security context (Economy situation, social disorders, etc.).
  • Ensures the Medical Coordination in the Mission and fully assumes the Medical Coordinator’s tasks and responsibilities in case of absence/gaps.
  • At the request of the Medical Coordinator, represent MDM before third parties concerning medical issues, ensuring its good public image and the alignment with the mission interests:
  • Ensuring regular contact with local authorities and institutions, other NGOs in the country and other MDM sections, for a better coordination in the implementation of health projects and programs.
  • Negotiating with the authorities when necessary.
  • Informing on MDM charter, values and principles.
  • Participate and contribute in the definition and update of the country policy, annual plan and budgets in order to develop the projects and programmes aimed at addressing humanitarian issues at stake ensuring its efficiency and quality.
  • Monitoring the project(s) implementation.
  • Assisting the Medical Coordinator and the medical teams in drafting the project proposal and follow-up.
  • Participating together with the Medical Coordinator in the definition and follow-up of medical staff needs, other medical resources needed, and budgeting.

  • Experience in two different projects (minimum of six months each); preferably 18-24 months MDM field experience or equivalent in another organization;
Languages:
  • Mission language English; local working language would be an asset (Hawsa and / or Margi and / or Arabic.
Knowledge:
  • Computer literacy: WORD, Excel, Epi-info and Isystock programme skills are essential (or should be actively obtained)
  • Knowledge of key international public health issues and clinical topics relevant to MDM (eg HIV, malaria)

  • Degree in medicine or other paramedical studies. Specialization in tropical medicine or a degree in Public Health would be an asset.
