Job Title: Senior Software Developer / Principal Software Developer (8-9) [Azure Cloud Engineer]

Overview

  • DAI is investing in digital improvement of our business and is growing a team of experts to solve cloud architecture challenges, as well as design new products and solutions for internal and external facing clients.
  • The Digital Architecture & Solutions team is looking for a dynamic and creative thinking Azure Cloud Engineer to work with data analysts, data scientists, business users, and other developers to accelerate our digital transformation.

Function of the Position

  • The Azure Cloud Engineer will be a digital expert within DAI for our expansion of Azure services.
  • S/he will provide technical support and direction to our deployment of a new modern data architecture, with a focus on microservices and integration with M365.
  • They will require expertise in many data skills, including Azure Data Lake, DataBricks, and other Azure resources.

Role and Responsibilities

  • Work with internal teams to understand user needs, requirements, and design options
  • Collaborate with core IT staff within Agile teams to deploy and manage Azure services
  • Configure and optimize data processes, from storage to ETL to warehousing
  • Prepare status reports and manage a dynamic and demanding environment
  • Contribute to the creation of technical documentation and training for DAI collaboration solutions
  • Additional responsibilities may be assigned as business needs evolve.

Minimum Qualifications

  • Grade 8: Minimum 5 years of professional work experience and a bachelor’s degree, or 3 years of professional work experience and a master’s degree.
  • Grade 9: Minimum 7 years of professional work experience and a bachelor’s degree, or 5 years of professional work experience and a master’s degree.
  • 3 years full life cycle development experience with 2 + years’ experience developing applications and services on Azure.
  • Extensive experience remediating server vulnerabilities.
  • Extensive knowledge of Azure cloud infrastructure including IaaS, PaaS and SaaS services.
  • Understanding of SSO configuration
  • Experience with Apache Spark, Databricks, and similar big data infrastructure
  • Knowledge of Azure services options and architecture options for developing new digital solutions
  • Knowledge of software programming and scripting languages including PowerShell and JSON.
  • Equivalent combination of education and experience will be considered.

Preferred Qualifications

  • Degree in Computer Science or Computer Engineering
  • Familiarity with Azure migration from on premise and hybrid cloud is a plus.

Function of the Position

  • This is a full-time, professional position which will be working under the direction of DAI’s Director of Global Strategic Marketing.
  • The Data Analyst Associate will support specific corporate efforts to improve data collection, management, and analysis of both external and internal DAI data. The majority of assignments will involve some combination of:
    • Identifying and testing various data sources
    • Creating a system to regularly capture data
    • Advising on best approaches to answer specific research questions using available data, including building analytical models
    • Advising on best channels to display and distribute analysis across global corporation
  • For illustration, the first assignment could be establishing new models for ingesting, cleaning, and analyzing market trend data in support of strategic planning and execution. 
  • This would involve comparing data sources for quality of information and ease of access; working closely with a data architect to extract, transform, and load the data, and building models and visualizations to make analysis user-friendly for a wide range of corporate employees.

Roles and Responsibilities

  • Scan new and existing data sources to determine relevance, reliability, and timeliness of information; recommend which sources are most relevant and reliable and easiest to harvest.
  • Assist in the creation of scalable, efficient, automated processes for large scale data analyses, model development, model validation and model implementation
  • Build automated systems to import data from selected sources and models to automate analysis
  • Build-in checks that provide rigorous validation of the analysis to improve accuracy and reliability of gathered information
  • Ensure the entire development lifecycle of all IT projects undertaken are documented, including the protocol, testing, methodology and processes developed
  • Develop template and resources of Business Intelligence (BI) dashboards for corporate use.

Qualifications
Minimum Qualifications:

  • Grade 5: 2 years of professional work experience and a Bachelor's Degree or a Master's Degree.
  • Grade 6: 3 years of professional work experience and Bachelor's degree or 1 year and a Masters degree.
  • Experience connecting to and using a variety of external (3rd Party) data sets
  • Programming experience; ability to develop custom data scraping scripts using Python, R, or Java.
  • Experience building extract, transform, and load (ETL) tools ideally for large organizations.
  • Excellent communication skills (written and oral)
  • Creative and curious attitude
  • Strong critical thinking capabilities with an ability to rapidly assess situational needs, develop problem-solving strategies, and implement sustainable solutions.
  • Ability to meet deadlines and take initiative
  • Must be able to work effectively in teams, including taking directions from others, being open to regular check-ins to show work progress, and contributing ideas and recommendations to enhance productivity
  • Equivalent combination of education and experience will be considered.

Preferred Qualifications:

  • Experience with Microsoft data technology (Azure). Prior experience with SQL language.
  • Experience with packages such as NumPy, Pandas, Beautiful Soup, or RVest.
  • Interest in training and teaching data skills to a global workforce
  • Knowledge of database architecture and ability to maintain a large volume of data over time.

Project Name: Technical Assistance to Strengthen Capacity for Implementation of National Economic Policies and the EU Development Initiatives including Documentation of the EU Projects in Nigeria

Short Description
The purpose of the required services is to strengthen the capacity of the Ministry of Finance, Budget and National Planning (MFBNP) for the implementation of key national economic policies and initiatives including documentation and visibility of EU Projects in Nigeria. The aim of the service is to provide technical assistance to the Focal Departments of the MFBNP in the aspects of:

  • Economic policy planning, budgeting, project implementation, monitoring & evaluation among other activities required for the delivery of key national development initiatives of the Federal Government of Nigeria; and
  • Inspection, documentation and showcasing of works/community projects executed through the EDF for the purpose of ensuring their sustainability by raising stakeholders’ awareness on their responsibilities; as well as,
  • Organization of capacity building programmes in the fields of development planning, including innovative modalities and emerging trends in development cooperation and the framework of the EDF.

Qualifications and Skills

  • Master's Degree in at least one of the following disciplines: Economics, Public Finance, Public Administration, Law, International Relations, Political Science, Public Relations or Business Administration. In the absence of a Master’s degree, a Bachelor’s degree in at least one of the disciplines above and a total of 2 years in addition to the required General professional experience
  • Excellent writing and oral presentation skills in English

General professional experience:

  • Preferably 10 years of professional experience in project management relevant to the assignment. A minimum of 5 years if required;

Specific professional experience:

  • At least 7 years of experience in macroeconomic planning, or development planning or budgeting;
  • At least 5 years of experience in capacity building to the public sector entities in the field of national economic planning, finance and development, including supporting governments to craft and implement inclusive, evidence-based policies and initiatives in macro, fiscal and industry economics, trade and trade relations, private sector development, investment policy, tax policy regulation and fiscal decentralization;
  • At least one long-term experience (of the duration of at least 2 years) in a management position managing EU funded projects, preferably project(s) funded by the EDF;
  • Work experience in Sub-Saharan countries is required, experience in Nigeria would be an asset;
  • Practical knowledge of EDF Procedures would be an asset.
