The Economic Community of West African States (ECOWAS) is a regional group of fifteen West African countries.   • The Humanitarian Operations / EERT Officer will be responsible for the coordination, communication, monitoring, reporting and liaison with key humanitarian actors and authorities to support an effective humanitarian response.
  • The Humanitarian Operations Officer must be able to provide sound analytical inputs and advice that contribute to improving institutional capacity and ability to articulate policy on a growing number of humanitarian and relief assistance issues.
  • In addition, to manage the EERT including the management of a roster to ensure systematic data management of humanitarian personnel and readiness and availability for deployment.
Role and Responsibilities
  • Monitors, analyzes and reports on humanitarian developments, disaster relief/management or emergency situations in affected country.
  • Prepares or contributes to the preparation of various written reports, documents and communications, e.g. drafts sections of studies, background papers, policy guidelines, briefings, case studies, presentations, correspondences, etc.
  • Partner with other humanitarian agencies to gather and share data, ensure inter-agency strategic planning and evaluate relief programmes for gap analysis and to ensure the latest findings, lessons learned, socio-political factors and cultural/gender norms are incorporated.
  • Support interagency contingency planning. Build consensus and facilitate collaboration.
  • Assists humanitarian community in capacity-building and organizes training in relation to humanitarian emergency.
  • Reviews and provides advice on policy issues related to safeguarding humanitarian principles and ensuring the effective delivery of humanitarian assistance in the context of the humanitarian relief fund.
  • Establishes and maintains contacts with government officials, other UN agencies, non-governmental organizations, diplomatic missions, media, etc.
  • Undertakes and provides support to technical assistance and other field missions, e.g. participates in rapid assessment and field trips to undertake in-depth reviews of specific country coordination mechanisms.
  • Ensure coordination of quick and effective response to natural disasters and other rapid-onset emergencies, using an integrated package of global, regional and nationally recognized services and tools.
  • Ensure promotion of appropriate doctrine and field practice on application of Civil Military Coordination or Cooperation (CIMIC or CIMCOORD)

Academic Qualifications and Experience
  • Bachelor's degree in political science, social science, public administration, international studies, economics, engineering, health sciences, public health,  or a related field from a recognized university;
  • 7 years of relevant experience in  humanitarian affairs, emergency preparedness and response, logistics operations and practices, rehabilitation and development;
  • Knowledge of key ECOWAS Regional humanitarian assistance tools, emergency response mechanisms and related human rights and gender equality instruments;
  • Experience in conducting risk assessment during emergencies, crisis and managing databases and implementing strategies for prevention and response.

Role and Responsibilities
  • Prepare legal opinions and advise on next steps in respect of internal and external claims.

  • Prepare and Reviews Court and Alternative Dispute Resolution (ADR) processes.
  • Represent the Commission, its agencies and special representative offices in prosecution or defense of cases in court/ADR.
  • Liaise with external counsel to ensure adequate representation of the Commission, its agencies and special representative offices in all dispute resolution proceedings.
  • Assist the Director, Legal Affairs in the implementation of mechanisms for updating Management of progress in respect of litigation and ADR.
  • Assist the Director, Legal Affairs in initiating and representing the Commission, its agencies and special representative offices in out-of-court settlement negotiations as required.
  • Ensure the implementation of court decisions and the awards/outcomes of arbitration/ADR proceedings.
  • Review, drafts and renews Service contract agreements arising from the procurement process;

Academic Qualifications and Experience
  • Master's degree (or equivalent ) in Law with a specialization in international , administrative or commercial or in a closely related field from a recognized university of recognized standing;
  • 10 years progressive experience in practice of Law, including Legal Analysis, research and writing with experience as a lawyer in the Legal Office of an intergovernmental organization or government with a minimum of 5years in a supervisory role;
  • Knowledge of international Law and ability to apply legal expertise in analyzing a diverse range of complex and unusual legal issues and problems and in developing innovative and creative solutions;
  • Excellent knowledge of Legal issues relating to the functions, structure and activities of international organization;

  • Under the overall guidance and supervision of the Head of Regional Security Division, the incumbent provides technical support to the development and coordination of implementation of the ECOWAS Counterterrorism Strategy and Implementation Plan as well as the ECOWAS Counter Terrorism Training Manual, so as to give effect to the ECOWAS Political Declaration and Common Position Against Terrorism.
Role and Responsabilities
  • Provide technical support to the ECOWAS Commission in the development and coordination of implementation of the ECOWAS Counterterrorism Strategy and Implementation Plan as well as the ECOWAS Counter Terrorism Training Manual.
  • Lead programme development and policy development, including the review and analysis of Counterterrorism and PVE and related issues.

  • Develop records management processes and policies;
  • Identify areas to increase efficiency and automation of processes;
  • Set up and maintain automated data processes;
  • Identify, evaluate and implement external services and tools to support data validation and cleansing

  • Monitor and perform audit data quality checks and liaise with internal and external clients to fully understand data content

Academic Qualifications And Experience
  • Bachelor degree in IT, Statistics or its equivalent is required from a recognized university;
  • 5 Years’ experience in HR position in an international organization
  • In-depth knowledge of HR Management best practices;
  • Demonstrate cognitive knowledge of data base creation and management, and use of specialized computer systems and programs for operationalizing a variety of HR business processes and reports.
