GOALPrime Organization Nigeria (GPON) is a policy-driven humanitarian, non-governmental organization that implements her program through a revitalized partnership. It is a non-profit organization with a mandate of making the lives of vulnerable people better, those affected by disaster or crisis. GPON is presently operating in the Northeastern regional part of Nigeria where we have reached over 100,000 lives with relief materials, child protection services. GBV mitigation services, livelihood skill-building, health services, and Education support services.

We are recruiting to fill the position below:

Job Title: MEARL Officer

Locations: Katsina and Zamfara
Employment Type: Contract
Duration: 6months
Reporting to: MEARL Specialist

Objective

• To support the effective implementation of GOALPrime Organization Nigeria’s humanitarian and development programs by leading and coordinating Monitoring, Evaluation, Accountability, Research, and Learning (MEARL) activities across project locations. 
• The MEARL Officer will ensure data-driven decision-making by developing robust MEARL frameworks, promoting a culture of learning, and ensuring accountability to affected populations. 
• This role is central to tracking progress, assessing impact, and enhancing the quality, relevance, and effectiveness of GPON’s integrated, child-focused, gender-transformative, and inclusive interventions across emergency, nexus, and development contexts

Key Responsibilities
Monitoring and Evaluation:
Support MEARL Systems:

• Assist in the development and implementation of MEARL frameworks and tools tailored to project needs.
• Ensure data collection methodologies are rigorous, accurate, and timely.

Data Collection and Analysis:

• Conduct field visits to monitor and evaluate the project in the LGAs.
• Ensure data quality through verification, validation, and cleaning processes
• Utilize both quantitative and qualitative data collection methods.

Reporting:

• Prepare comprehensive reports on findings from monitoring visits.
• Compile and present data insights to stakeholders, ensuring clarity and actionable recommendations.
• Ensure timely submission of reports to the MEARL Specialist

Accountability and Learning:
Feedback Mechanisms:

• Assist in developing and implementing feedback mechanisms to gather inputs from beneficiaries and stakeholders.
•  Ensure that feedback is integrated into project planning and implementation.

Learning and Adaptation:

• Facilitate learning sessions and workshops to share findings and best practices.
• Promote adaptive management based on MEARL findings to improve project outcomes.

Capacity Building:
Training and Support:

• Support the delivery of training programs for government stakeholders on MEAL, contingency planning, and anticipatory action.
• Provide ongoing technical support and mentorship to stakeholders to strengthen their capacities.

Resource Development:

• Assist in the development of training materials, guides, and manuals to support capacity-building activities.
• Ensure resources are accessible and tailored to the needs of different stakeholders.

Qualifications

• Bachelor’s degree in social sciences, Education, Statistics, or a related field.
• Minimum of 3 years of experience in MEARL roles, preferably in the education sector.
• Proficiency in data analysis software (e.g., SPSS, Stata, Excel) and data visualization tools.
• Strong communication and interpersonal skills.
• Ability to work independently and travel frequently to project sites in Borno.
• Proven experience in data collection, analysis, and reporting.
• Strong understanding of educational infrastructure and quality of learning indicators.
• Excellent training and facilitation skills.

Salary
N750,000 - N1,000,000 Monthly.
