Job Title: Monitoring and Evaluation Coordinator

Location: Abuja (FCT)

The Programme

  • The European Union and the United Nations have launched the Spotlight Initiative, a multi-year programme aimed at addressing all forms of violence against women and girls (VAWG), and harmful practices. The Spotlight Initiative aims to support transformative change on the ground to end violence against women and girls, in numerous countries such as Nigeria. The Initiative will ensure that all women and girls benefit from adequate legislation and policies, gender responsive institutions, violence prevention programmes, essential services, comparable and reliable data, and strong women’s movements and civil society organizations. In Nigeria, the United Nations and its partners have developed a comprehensive Country Programme based on key six programmatic pillars: 1) Laws and Policies; 2) Institutions; 3) Prevention and Social Norms; 4) Services; 5) Data; and 6) Women’s movement and Civil Society Organizations.
  • The programme will focus on coordinating the national data reporting response aimed at ensuring that globally comparable data on different forms of gender-based violence and harmful practices are harmonised, collected, analysed and used to inform laws, policies and programmes. It will also focus on ensuring timely and systematic reporting of high quality data from livelihood program component of service delivery provided to survivors of gender-based violence.
  • We are therefore looking for a Coordinator Monitoring and Evaluation (M&E) responsible for assisting in the effective monitoring, evaluation and reporting processes in the implementation of the Spotlight Initiative. The Coordinator will be responsible for setting up the M&E parameters and to ensure that the livelihood project data reporting requirements and obligations to the donors are met.
  • The Coordinator will be supervised by the Technical Advisor, M&E and will liaise with the livelihood program project team and the Spotlight State M&E Officers, regarding the project monitoring and evaluation approaches and methodologies, ensuring that project meets the high quality standards for monitoring and evaluation.

Duties and Responsibilities
Within delegated authority, the Coordinator M&E will be responsible for the following duties:

  • Support the Technical Advisor, M&E in the implementation and monitoring of the Livelihood Project including the development of a comprehensive M&E strategy and data management/reporting tools as well as those for data quality assurance/improvement
  • Contribute in the preparation of the action plans such as the annual work-plans and reporting tools
  • Prepare monitoring workplan for the project activities undertaken, identifying the evaluation and reporting methodologies, in compliance with M&E policies and best practices
  • Identify M&E information and data sets required and necessary for effective monitoring of the project’s performance
  • Carry out analysis of the specific data requirements of individual indicators and quality and reliability of available data sources
  • Assist the Technical Advisor, M&E in close consultation with the Livelihood Project Technical Team in the preparatory process of the annual reviews and performance reporting; including providing guidance in consolidating the annual progress report
  • Facilitate the promotion of results mind-set and M&E culture among the Spotlight Initiative Technical Team;
  • Monitor and analyse the progress through regular monitoring visits; mainstream key results achieved and knowledge acquired through ongoing M&E during the life cycle of the programme:
  • Supports State Livelihood M&E teams on knowledge management and capacity development on results-based management
  • Support the development of tools and systems to enhance knowledge management, sharing best practices and technical expertise within the Livelihood Project;
  • Collect knowledge on current and emerging trends by gathering relevant information on programme, projects, strategies, approaches and ongoing experience for lessons learned, best practices.
  • Perform any other tasks as assigned.

Required Skills and Experience
Education:

  • A relevant Bachelor’s Degree (or equivalent) in Evaluation or relevant Social Science or related field.
  • Certificate in Monitoring and Evaluation, Research Methods, or related coursework is an asset.

Experience:

  • 3 years of progressively responsible professional experience in monitoring and evaluation, including hands-on experience in design, monitoring and evaluation of development projects;
  • Professional experience working on gender equality and human rights, especially in the area of gender-based violence is an asset.
  • Experience in monitoring & evaluation of programmes of one or several of the UN agencies is an asset.
  • of web-based management and knowledge management/M&E systems.
