Intercommunity Development Social Organization (IDS) formally Integrated Development Services (IDS) is a voluntary, not-for-profit and non-governmental organization (NGO) founded in 2004 by Peace-loving and law-abiding women and youth and incorporated with the Federal Republic of Nigeria, Corporate Affairs Commission (CAC/IT/No.60576) and was granted Special Consultative Status by the United Nations (UN) Economic and Social Council (ECOSOC) in 2013.

We are recruiting to fill the positions below:

 

 

Job Title: Nutrition Assistant

Location: Nganzai / Konduga, Borno
Employment Type: Contract

Role Purpose

  • The Nutrition Assistants will be responsible for implementation of nutrition activities and support Community Nutrition Workers in the Project Implementation Communities under the WFP Project.
  • He / She will ensure comprehensive mobilization of the community for nutrition screening of children under five, forming and monitoring champion mothers support groups and oversee community nutrition education and counseling Sessions.
  • Throughout the intervention the Nutrition Assistant will work towards ensuring quality delivery of Nutrition Interventions in the Project Location.

Role Context

  • The role is under Food Security and Nutrition Programme and reports to the Nutrition Officer.
  • The Nutrition Assistant will provide supervision to the field Support Casual Workers / Community Nutrition Workers in the Project’s Communities in implementing the nutrition interventions (Infant and Young Child Feeding IYCF) while integrating with other sectoral interventions.
  • The job role will include coordinating Monthly Food Demonstration to groups of Care-givers and pregnant and lactating women, active case finding, ensuring the implementation of the SBCC component of the nutrition programme.

Key Outcomes
Under the direct supervision of the Nutrition Officer and in collaboration with the project Manager and other team members of the project, the Nutrition Assistant will:

  • Plan and implement the Monthly Food Demonstration to Care givers and as well as Pregnant and Lactating Women.
  • Ensure weight, height and MUAC measurements and check for presence of oedema of the beneficiaries in line with the training received. Record the measurements accurately on the beneficiary’s card.
  • Supervise OTP activities and IDS Nutrition Community Workers on active case findings and implementing a comprehensive follow-up of referred SAM cases. Follow up with the new admission of malnourished children.
  • Distribution of Iron-folic supplements to women, including PLW and the OTP.
  • Working with the Community workers to provide counseling on nutrition and hygiene practices to beneficiaries
  • Ensure escort services for all severely malnourished children to the OTP centres
  • Participate in field work of the nutrition survey (impact assessment)
  • Ensure liaison with Primary Health Care and existing community structures, (groups and individuals, women groups, religious leaders where possible.)
  • Create awareness and sensitize the community on malnutrition, and the causes of malnutrition and treatment of malnutrition.
  • Ensure timely submission of weekly reports, monthly reports and MUAC screening data & reports to Primary Health Care for compilation.
  • Submit Monthly nutrition report to the Nutrition Officer for onward sharing with MEAL and Project Manager
  • Co-chair the Nutrition Coordination with relevant Stakeholders at LGA level.

  • Make decisions in order to manage team effectively, from recruitment of volunteers and program staff to day to day management of team members. Also providing technical input and overall leadership to field workers.
  • Day to day decision to ensure projects are running effectively and higher levels decisions on supporting the projects informed by IDS strategy and strategic focus areas.

Essential:

  • The post holder should have a First Degree in Nutrition or Health related field with 1-2 years' experience of working in emergency response with local and/international partner organizations and exposure to field operations.
  • Strong positive attitude and ability to manage a wide range of issues of complicated procedures, indicated by 1-2 years learning period.
  • Be proficient in the use of computer software (Microsoft Office – Excel, Word, PowerPoint)
  • Have the capacity to be flexible and supervise and coach community workers.
  • Excellent coordination skills, good understanding of principles of effective planning, appropriate time management
  • Strong report writing skills

Desirable:

  • Familiar Clinical Nutrition context in the northeast Nigeria.

Job Title: Nutrition Officer

Location: Nganzai / Konduga, Borno

Job Summary

  • The Nutrition Officer will provide support to nutrition programmes and activities to contribute to meeting the nutritional needs of IDS beneficiaries.

Key Duties and Responsibilities

  • Plan and monitor nutrition programmes, verify the planned movements and distribution of nutrition products, resolving routine issues and/or escalating where appropriate, to ensure that the quality distributed and the quality of the operation is in line with WFP standards;
  • Summarize nutrition data, conduct analysis and prepare reports to support programme reviews and informative decision making.
  • Liaise with cooperating partners to gather feedback and comments to support nutrition programme reviews and improve services.
  • Suggest improvements to field monitoring processes and procedures for efficient implementation of Nutrition programmes;
  • Support communication and activities with local partners, agencies, NGOs and government institutions;
  • Build team capacity in Nutrition through effective guidance, coaching, training and accountability;
  • Support technical trainings for cooperating partners in Nutrition and WFP operational practices to support them to independently implement and self-monitor nutrition activities in the areas of coverage;
  • Assist in developing and expanding malnutrition prevention activities through promotion of E-IYCE and awareness raising in targeted areas;
  • Follow standard emergency preparedness practices to ensure IDS can quickly respond and deploy needed resources to affected areas at the onset of the crisis.

Qualifications, Skills and Experience

  • The ideal candidate for the IDS Nutrition Officer job placement should hold an Advanced University Degree in Public Health Nutrition, Nutrition, Food Technology, Medicine or another relevant field.
  • Minimum of 2 years experience.
  • Experience and exposure to implementation of nutrition programmes at national/international level
  • Experience working in public health/food security/ nutrition related activities.
  • Experience identifying and defining nutrition issues/problems within a country
  • High level of proficiency in both oral and written English.
  • Extensive knowledge of local dialects is very desirable.

Competencies:

  • Knowledge of Nutrients: Utilizes knowledge of vitamins and nutrients to understand the causes of malnutrition, the relationships between the different types of malnutrition.
  • Situation Analysis and Evidence Assessment: Able to appropriately interpret the nutrition situation, analyse primary causes of malnutrition, define limitations to the analysis (e.g. seasonality) and prepare an overview of the food security and nutrition situation in country.
  • Knowledge of Public Health: Has foundational knowledge of the core public health sciences (i.e., biostatistics, epidemiology, social science, environmental health, and prevention of chronic and infectious disease and injury) in order to assess a country’s/region’s health situation.
  • Knowledge of Food System: Ability to analyse how food systems influence the diets of vulnerable groups and identify how and where food systems may contribute to specific nutrient gaps.
  • Applying Programme & Policy Standards: Leverages nutrition knowledge to provide technical advice to governments to design and implement country nutrition programmes that follow international and WFP agency standards and guidance.

 

 

 

Job Title: Protection / Gender Assistant

Location: Nganzai / Konduga, Borno
Employment Type: Contract

Job Summary

  • The Protection and Gender Assistant has a dual role of implementing the WFP Protection and Gender programme interventions, as well as ensuring protection and gender mainstreaming in the programme in the settlement.
  • S/he will be responsible for initiating action in the areas of protection and gender, identify and deal appropriately with existing and emerging child protection and gender gaps/issues.
  • To provide technical support in relation to relevant protection and gender standards; mainstream, protection and gender in all food programming, and ensure adherence to protection minimum standards in humanitarian action (SPHERE Standards) and principles as well as the Prevention of Sexual Exploitation and Abuse/Code of Conduct.

Key Duties and Responsibilities

  • Implementation of protection and SGBV standards at settlement level
  • Ensure adequate documentation of daily protection and SGBV incidents within the food programme,
  • Strengthen protection mechanisms in the Food programme, including a proper data management at settlement/ District level.
  • Attend all food/Cash distributions to support field-based protection and gender activities, monitor and report on emerging/changing protection and gender related issues;
  • Establish a feedback and complaints mechanisms on SGBV and Child protection across the settlement. This will include documenting all SGBV cases reported and contributing to the SGBV database/information management system at district level.
  • Compile and submit quality reports to IDS/Protection & Gender officer as directed. Ensure that all reports are highly accurate, comprehensive, well documented and will guarantee the credibility of the program.
  • Networking and creating linkages with protection partners in settlements for support in implementation
  • Engage with all staff, partners and stakeholders on protection minimum standards in humanitarian action, Prevention of Sexual Exploitation and Abuse/Code of Conduct and monitor for compliance at settlement level.
  • Represent IDS at the settlement monthly gender and any protection working groups hosted by lead protection Partner in the settlement to share progress, challenges and appropriate follow up plans.
  • Create a referral pathway for protection cases and follow-up of these cases.
  • Coordinate referrals and reporting internally and externally, and ensure proper follow up of documented incidents at settlement level.
  • Ensuring compliance to Protection and SGBV standards of operation and other guidelines at each FDP of the settlement assigned.
  • Promote awareness/education on SGBV standard operating procedure (SOP) and protection minimum standards through pre-distribution food and cash meetings.
  • Conduct Staff, Volunteers, community & stake holders’ education and dialogue for behaviour change/policy enforcement at settlement level through community dialogue.
  • Conduct capacity building sessions for staff, Volunteers and community-based structures on protection and gender main streaming, including prevention of Sexual Exploitation and Abuse and Code of Conduct.
  • Coordinate and facilitate communities’ meetings and dialogues with stakeholders on SGBV& Child protection issues to develop action plans.
  • Disseminate Information and Education Communication materials on SGBV and Child protection.
  • Regularly consult with beneficiaries, to receive feedback regarding the programme commitments and staff conduct.

Qualifications, Skills and Experience

  • The applicant for the World Vision Protection and Gender Assistant job placement should preferably hold a university degree in Gender Studies, Social Work, Human Rights or relevant field. Certificate courses in IASC Guidelines and key training packages related to protection.
  • Three years of experience working in child protection and gender development programming, preferably in fragile contexts. Familiarity with key international standards for humanitarian work (e.g. CP Minimum Standards, Red Cross and Red Crescent Code of Conduct, SPHERE, and the Humanitarian Accountability Partnership (HAP) Standard, etc.)
  • Ability to communicate and work with beneficiary communities, government and stakeholders at the district level
  • Experience in training and community consultation highly desired

Job Title: Gender Officer

Job Summary

  • The selected candidate will work as part of the core team to ensure that gender and protection issues of beneficiaries are identified and addressed at all stages while implementing the Blanket Supplementary Feeding Program (BSFP) for vulnerable children and Pregnant and Lactating women and General Food Distribution in-kind to vulnerable beneficiaries within the areas covered by IDS in Borno State.

Responsibilities
Implementation of Programs, Activities:

  • Ensure the delivery of protection activities in all BSFP and GFD sites covered by IDS within Maiduguri and Nganzai LGA.
  • Undertake regular field visits with the BSFP/ GFD teams to identify and address, along with the sectorial teams, potential protection concerns arising from the IDS humanitarian response.
  • Prepare for and organize community consultations and community-based orientation sessions, in coordination with IDS team(s) and other partners
  • Participates in developing and updating the mapping of services for threats and abuses that IDPs face in IDS operation areas.
  • Lead and supervise assessment teams during thematic surveys, needs assessment and data collection for protection-related research
  • With the support of the Program Manager, follow-up with humanitarian actors about requests and invitations for community sessions
  • Monitor protection issues affecting IDPs and host populations in IDS areas of operation in Maiduguri and Nganzai.
  • Support the Program Manager and Team members to strategize, plan for and ensure appropriate integration and mainstreaming of protection through all program activities and the various stages in a distribution site.
  • With support of the Program Manager, develop and update relevant Information, Education and Communication tools (leaflets, brochures, posters, etc.) that can be used during beneficiaries’ sensitization sessions.
  • Support the Program Manager in developing safe programming and conflict-sensitive approaches to the humanitarian response.
  • In collaboration with the Program Manager, ensure program staff are fully trained on existing referral systems and relevant SOPs for protective cases.
  • Sensitize beneficiaries on available feedback mechanisms and maintain an open line of communication with them to obtain feedback and complaints with regards to protection issues and ensure corrective actions are taken and monitored.

Job Title: Scope Officer

Location: Nganzai / Konduga, Borno
Employment Type: Contract

General Purpose of the Position

  • Under the supervision of the Meal Manager, the role oversees the implementation of the IDS Project SCOPE registration activities in all the IDS in Borno state.
  • S/he will be the overall supervisor of the scope registration team and will be responsible for field management, coordination and regular monitoring of the project in all the areas of operation.

Tasks and Main Responsibilities

  • Supervises the SCOPE registration team and provides appropriate guidance and oversight as they conduct daily field activities.
  • Total management of the SCOPE/ digital registration equipment, materials and data.
  • Manages the SCOPE /digital registration data, progress report of the e-registration activities to enhancing smooth distribution exercise.
  • Facilitates the training of Scope project staff on Scope online/offline system focusing on efficient planning, coordination, and implementation and monitoring of the project activities.
  • Manages shared e-registration related complaint in accordance with WFP guidelines.
  • Liaises closely with WFP SCOPE Unit/Office regarding SCOPE implementation and related issues.
  • Actively participates along-with other project officers in coordination meetings, if requested.
  • Prepares and submits all SCOPE registration activities report.
  • Develops and maintains strong working relationships with all stakeholders – IDS, Community support groups, community leaders, NGOs, to enhance multi-agency and multi-sectoral cooperation and coordination.
  • Participates actively in the monitoring of the project in collaboration with the M&E Officer with specific attention on the efficiency of the IDS BSFP, GFD etc.

Professional Requirements

  • Bachelor’s Degree or equivalent preferably in Computer Programming / Sciences / Engineering or Social Sciences, Development Studies, Nutrition, Agriculture or other relevant discipline and evidence of NYSC discharge certificate
  • Highly computer literacy (ability to adapt software packages to contexts)
  • Experience as a SCOPE registration officer with an INGO partner
  • Minimum 3 years Banking Sector experience working on ATM machines or 3 years’ experience in the NGO Sector of which 2 years should be working in SCOPE Registration/ e-registration programming / or project implementation in a humanitarian context;

Personal Requirements:

  • Experience in data collection, analysis and problem-solving;
  • Experience in SCOPE registration, training and report preparation;

Job Title: Security Assistant

Location: Nganzai / Konduga, Borno (Field)
Employment Type: Contract

Job Summary

  • The Security Assistant is responsible to follow up the security context in IDS areas of intervention and assists in maintaining a safe and secure environment for IDS employees and visitors, premises, and assets as well as maintaining regular communication with staff during field movement within Nganzai town and environs,
  • The Security Assistant is responsible for ensuring that appropriate systems and procedures are in place to maximize safety and security of IDS staff and making sure they are always adhered to,
  • The Security Assistant is responsible for supporting the Security Officer in Borno State to ensure that safety and security is mainstreamed into all field operations (especially Nganzai town) and that the high-quality information is available for decision making.
  • He / she is also in-charge of monitoring the security context and preparing factual and analytical reports to assist IDS Security Officer in its analysis,
  • He/she must conduct an ongoing analysis of the context and any perceived threats, in order to ensure the safe movement of personnel, the safety of all resources and the implementation of programs.

Tasks and Responsibilities

  • Work with IDS security Officer to develop, consolidate, implement, and regularly review operating procedures and security plans.
  • Ensure the availability of all the instruments needed to guarantee the security at the area of interventions in Nganzai town and its environs.
  • Monitor the security situation in the field, reports to the security manager and to report risks and propose mitigation actions promptly.
  • In coordination with the Security Officer, revises and updates the organization’s security tools.
  • Daily track and record all IDS field movement within Nganzai town and its environs.
  • Regularly conduct field visits to assess field site compliance with safety and security procedure during field activities.
  • Collect and report information to IDS Security Officer regarding politics and security in Nganzai town as well as on safety and security issues concerning IDS.
  • Respond to security relevant incidents with information gathering and inform the IDS security Officer.
  • Undertake continual assessments of equipment (including vehicles) and organizational assets to ensure that minimal conditions for security are met. Prevent loss and damage by reporting irregularities, informing violators of policy and procedures.
  • Conduct monthly health and safety inspections such as, but not limited to; fire extinguishers, smoke/fire detectors and inspection of IDS facilities in Nganzai town and environs.
  • Regularly inventory and stock as necessary hibernation kits, first aid kits, and vehicle safety kits, communication gadgets; ensure that staff know what is in the kits and how and when to use them.
  • Submit regular contextual updates (weekly / situational reports) to IDS Security Officer.
  • Work closely with IDS field teams to ensure all incidents and accidents are followed up with an official written Incident Report, which is then shared with IDS Security Officer.
  • Take appropriate measures to secure IDS premises, personnel, assets, and properties by regularly monitoring and control of IDS existing security set-up.
  • Liaise with other humanitarian actors in the field in order to obtain information on the safety and security situation.
  • Regularly analyze and update IDS’s vulnerabilities in its areas of intervention;
  • Immediate alerts in the event of a drastic change in the context or significant incidents.

Qualifications

  • A Higher National Diploma or Advanced Diploma in Security Operations and Management / Criminology / Disaster Management / Public administration / International relations / Business Administration / Education - Languages or a field related to humanitarian work.
  • A Bachelors' Degree in similar field will be added advantage.
  • Mandatory Computer use skills (including MS Word, Excel, PowerPoint, and internet)
  • Fluency in English (written, spoken, comprehension). Knowledge of local language is highly desired (Kanuri, Hausa and Fulani).
  • Training in First Aid and Fire service
  • Basic Mapping or GIS skills
  • Must have completed NYSC service or submit exception certificate.
  • Disaster management and response training/ certification
  • Ability to exercise sound judgment and make decisions independently.

Required Experience:

  • At least 1-year security-related experience with UN / INGOs / NGOs, CBOs operating in the Northeast Nigeria either in safety and security and administration. Relevant experience from any other institution will also be considered.
  • Ability to comprehend security related subjects such as threat/risk assessment, security management, and personal and organizational physical security awareness.
  • Previous services with any of the Nigerian Disciplined forces, Certificate of discharge or recommendation from immediate supervisor will be required as proof.
  • Proven experience or ability of working effectively in complex security environments and situations with an articulate understanding of the conflict in northeast.

Job Title: Security Officer

Location: Nganzai / Konduga - Maiduguri, Borno (Field)

Job Summary

  • The Security Officer works at the direction of the Project Director.
  • The primary function of the Security Officer is to provide assistance to the IDS programs, as assigned, on all issues of safety and security as they relate to staff at a program site.
  • The Security Officer oversees daily security management of a IDS program site and manages the IDS Security Guards, as well as trains and mentors Security Focal Points
  • The Security Officer will monitor and assess security conditions, assist and provide direction to management teams and Security Focal Points (SFP’s)

Main Responsibilities
To perform this job successfully, an individual must be able to perform each essential function with or without reasonable accommodation. The tasks listed are representative of the nature and level of work assigned and are not necessarily all-inclusive.

Security Management:

  • Develop and update the Security Risk Assessments (SRA’s), SOP’s and Contingency Plans
  • Supervise and train National Security Officer and Security Focal Points

  • Audits communications equipment and facilitates communications-related assistance when necessary.
  • Recommends changes in National security plans to Project Director as needed
  • Ensure induction security briefings are conducted to all arriving staff, visitors or volunteers.

Compliance:

  • Ensure weekly security reports are completed and sent to the project Director, providing timely updates of all situational and security developments including investigation of security incidents
  • Conducts and submits Security Risk Assessments of programs, as required.
  • Conducts and submits full Site Security Surveys of every site visited.
  • Conducts and submits Trip Reports of all high-risk field deployments.
  • Keep excellent records and logs to ensure continuity of this position.

Human Resources:

  • Oversee the recruitment and selection of qualified national security field staff, recommend promotions, disciplinary action and termination of staff in consultation with the Project Director.
  • Make frequent site visits to facilities to carry out security assessments and ensure appropriate care and training are being conducted. Maintain open lines of communications with all field staff

Training / Capacity Building:

  • Determine training needs for the security staff
  • Train senior national staff to increase their responsibilities in order to build capacity and ensure sustainability

Working Relationships:

  • Maintain excellent working relationships as a member of the country team senior management.
  • Build strong professional relationships with UN agencies, local authorities and other NGO’s

Representation:

  • Attends security coordination meetings and updates Project Director on current security issues

Job Title: Project Manager

Location: Maiduguri, Borno
Employment Type: Contract

Job Summary

  • The Program Manager will supervise two field coordinators in the two locations to ensure that the WFP commodity is properly managed and distributed, to provide the necessary reporting to IDS Program Manager, and to ensure field teams receive the required logistical support.
  • The PM will also supervise the Nutrition Team and ensure high-quality nutrition programming.
  • The Project Manager will be based in Maiduguri, with considerable field travel to Nganzai and Konduga, and will report to the IDS Programme Manager.

Specific Responsibilities
The IDS Program Manager is responsible for the following:

Management / Leadership and Representation:

  • Provide strategic vision and leadership to the WFP Project Team
  • Represent IDS and the project teams at all relevant donor and stakeholder meetings
  • Participate in all strategic planning meetings and activities
  • Provide regular updates to partners, country program leadership, and government and non-government coordination bodies as requested
  • Establish and maintain good working relations with external agencies and organizations, local partner organizations, provincial and local government offices, and all stakeholders in the respective geographic areas
  • Facilitate the exchange of information and experiences.

Program Quality and Management:

  • Liaise with WFP to develop and implement monthly and weekly plans for the teams, and to resolve problems in a timely and efficient manner
  • Coordinate team members’ travel to the field and ensure field teams have relevant and timely access to all necessary information, equipment, and support
  • Provide logistical backup for the distribution teams in the field
  • Ensure, in consultation with the Head of Programs, project compliance with WFP and IDS standards and IDS principles of justice, solidarity, and subsidiarity
  • Facilitate appropriate problem solving relevant to IDS programming activities
  • Train, manage and monitor the Field Team Leaders responsible for assessment, community relations/coordination, monitoring and evaluation, and oversight of all IDS programming activities.
  • Work with IDS M&E staff to develop and implement monitoring systems, and ensure that M&E systems are properly implemented and reported by team members
  • Manage the collection of field-level data and reports, and ensure submission of timely reports and invoices to the Head of Programs
  • Lead implementation of the MEAL policies and procedures that are mandatory for the emergency response
  • Ensure project compliance with donor and IDS regulations
  • Approve project expenditures, carry out regular budget tracking and take the lead on official requests for modifications when needed.

Business Development:

  • In collaboration with the Programme Director, identify and preposition for new funding opportunities
  • Support the development of new project proposals (assessments, project design, writing, technical review, etc.).

Supervision:

  • Ensure annual performance planning and reviews of staff performance in keeping with IDS’ performance management system. Mentor staff to ensure high levels of motivation, commitment, capacity, and teamwork.
  • Ensure staff compliance with all IDS administrative and operational procedures and policies, as well as applicable donor regulations
  • Identify training needs of team members under his/her supervision and support the development of Program Quality capacity building for team members and partners
  • Hold regular meetings with project staff
  • Assist staff in maintaining healthy relationships with local government, and cooperating organizations through regular contacts, visits and fulfillment of program requirements.

General:

  • Ensure that IDS policies and regulations are followed by all team members; especially field security guidelines
  • Coordinate with the Security Officers to provide any pertinent security information to the security manager and receive updates on a regular basis
  • Participate in IDS meetings and workshops on strategic planning and agency-wide initiatives as requested by the supervisor
  • Travel to the field regularly,directly oversee program implementation
  • Other duties as assigned by the Head of Programs.
