Job Title: Agriculture Loan & Funding Expert

Location: Abuja
Employment Type: Temporary

Academic Qualification

  • Master's Degree in Crop or Agric. Extension, Crop Production and 5 years' experience
  • Bachelor's Degree Crop or Agric. Extension, Crop Production and 7 years' Experience
  • Practical experience supporting the development of farmers and farmers' enterprises.
  • Demonstrated capacity to work with private sector players (financial institutions)

Experience:

  • Role Occupant is to provide support to the organisation by identifying grants and funding opportunities, prepare and process grant application and oversee grant management and implementation for all projects
  • Relevant experience Agric funding projects
  • Strengthens and maintains the necessary administrative structures and interdepartmental processes to ensure grant transparency, smooth implementation, and reporting Experience working with women's group or farmer cooperatives
  • Serves as primary point of contact for partners and donors and will ensure that all grant files are complete, accurate, and up-to-date
  • Experience working with an International donor organization or INGO

Job Title: Agriculture Value Chain Expert

Location: Abuja
Employment Type: Temporary

Academic Qualification

  • Master's Degree in Crop or Agric. Extension, Crop Production and 5 years' experience
  • Bachelor's Degree Crop or Agric. Extension, Crop Production and 7 years' Experience
  • Practical experience supporting the development of farmers and farmers' enterprises
  • Demonstrated capacity to work with private sector players (financial institutions, exporters, buyers, traders, transporters, input suppliers or processors)
  • An understanding of climate-smart agriculture principles is preferred
  • Relevant experience Agric value chain

Experience:

  • Operationalize overall enterprise and marketing development strategy; encompass market led / value chain development approach to be integrated in all outcome areas
  • Under the supervision of the Agribusiness Advisor; facilitate development of commercial/business linkages
  • Contribute to designing a strategy to strengthen linkages between stakeholders - governments' representatives and the private sector
  • Infuse commercial orientation in projects activities and undertakings;
  • Facilitate, identify, and maintain strong partnerships with private sector organizations, cooperatives partners throughvalue chain platforms
  • Contribute to the formulation and delivery of training modules for project staff related to the key decision-making tools for market analysis and program intervention design

Job Title: Crop Extension Expert (Cassava, Shea, and Spice)

Location: Abuja
Employment Type: Temporary

Academic Qualification

  • Master's Degree in Crop or Agric. Extension, Crop Production and 5 years' experience
  • Bachelor's Degree Crop or Agric. Extension, Crop Production and 7 years' Experience
  • Proven experience with an INGO or NGO on Agric. and Crop program.
  • Experience working with women groups

Experience:

  • Organize crop-related training as per the crop calendar, besides arranging, exposure visits and farm field visits
  • Provide extension & advisory services to farmers regularly as per the work plan
  • Facilitate soil testing and recommend the correct use of fertilizer and pesticide doses
  • Train farmers for keeping records of their crop and assist them in filling Farmer's Diary and Farmer Activity Report
  • Sensitize the farmers about the benefits available to them under various Government Schemes
  • Motivate the project farmers for collective marketing
  • Experience of assisting capacity building of Women's groups/ Farmer cooperative

Job Title: IT System Integration Consultant

Location: Abuja
Employment Type: Temporary

Objectives of the Service / Work

  • The objective of this assignment is to check, analyze, and advise on the integration of the MDA’s digital services with NIMC’s National Identity Database Management Systems (NIDMS) and services.gov.ng as single window portal or Mobile App.

Scope of the Service / Work
In collaboration with KOICA, the Consultant (individual or firm) is expected to:

  • Identify G2B and G2C services that can be integrated into the Government Service Portal (GSP) through document review and meetings with corresponding MDAs and propose an phased approach to the advancement of the GSP.
  • Evaluate the current system status of the proposed agency, including but not limited to, the system operations, hardware, software, technology, databases, programing language, etc.
  • Identify gaps in the current systems and the required infrastructure to mitigate gap
  • Check the feasibility and requirement for integrating the current systems with NIMC’s NIDMS
  • Check the feasibility and requirement for onboarding the services to services.gov.ng as an end to end one stop single window to the services including security issues such as electronic authentication and electronic signature.
  • Develop implementation plan for the integration of the services.
  • Develop proposed system architecture.

Expected Outputs / Deliverables
The Consultant will be directly supervised by the Country Director with the key Deliverables of the assignment as:

  • Report on current system status of the proposed agency, including but not limited to, the system operations, hardware, software, technology, databases, programing language, etc.
  • Report on the requirement for integration of the current systems with NIMC’s NIDMS and onboarding of the services to services.gov.ng as an end to end one stop single window to the services including.
  • Advise on implementation strategy.

Detailed milestones and outputs can be finalized prior to signing contract.

Qualifications
The successful Consultant is required to meet the following criteria:

  • Master’s Degree in computer science or post graduate professional qualification in computer science or related field. In the case of a firm, at least one team member should have this qualification.
  • Thorough knowledge in system integration, business process automation and project management.
  • Experience working with Nigeria government agencies and donor organizations
  • Experience of monitoring & managing the ICT systems and infrastructure for an IT project including database management, SAN, network, firewall etc.
  • Experience in evaluating business processes, portfolio management & information system needs for investments funds.
  • Experience in collecting, structuring, and modelling business and systems requirements.
  • Excellent knowledge of Information Systems, ICT Best Practices, and current application development methodologies.
  • Professional certification in Project Management, Networking, Severs, Data Centre Management, ICT Security Audit, Quality Management, or IT Service Management

Proposal Instructions
Interested and qualified Consultancy (individual or firm) are invited to submit their proposal(s) comprising of the following:

  • Vendor information and pricing
  • Identification and pricing of support & maintenance
  • An understanding of the consultancy requirements
  • Methodology and work plan for performing the assignment broken down into work packages.
  • Detailed reference list indicating the scope and magnitude of similar assignments.
  • Relevant services undertaken in the past five (5) years.

Contract Duration
The contract will be effective for a period 1 months from the date of signing and subject to extension, on need basis.

Technical

  • Understanding of assignment and delivery approach. (10 points)
  • Demonstrated 5 years of experience in advisory, development and implementation of IT systems. (10 points)
  • Demonstrated experience in evaluating IT systems and developing systems architecture based on needs assessment. (20 points)
  • Evidence of supporting projects in using off-the-shelf and customized IT systems for small and large organizations operating in multiple countries preferably in Africa (15 points).
  • Evidence in managing / implementing IT projects of social sectors including software / solution development, hosting of the solution, providing network services etc. (15 points)

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation (30%).

Financial Proposal

  • A clear financial proposal linked to the technical proposal, highlighting key costs and any reimbursable expenses (if any). (10 marks)
  • Demonstrated financial ability to manage a similar project by presenting historical financial statements backed by bank statement for proof of capability. (10 marks)
  • Compliance with all statutory requirements and considering the applicable taxes for such a project. (10 marks)
