The Clean Borehole Water Sellers Association (CBWSA) of Lagos is an esteemed organization representing a coalition of water vendors within the state. Our mission is to champion access to clean water, advocate for sanitation practices, and raise awareness about hygiene, aligning with the Sustainable Development Goal 6 on clean water and sanitation, for the benefit of the people of Lagos state.

With a membership exceeding 10,000 individuals, our association comprises a diverse demographic, with 50% women, 30% men, 18% older adults, and 2% people with disabilities. These members are distributed across the 20 Local Government Areas of the state, each afforded equal opportunities for participation and empowerment, ensuring inclusivity across all segments of society. Additionally, our association prides itself on reflecting Nigeria's rich cultural diversity, with significant representation from the three major ethnic groups – Yoruba, Igbo, and Hausa – as well as other minority ethnic groups, harmoniously spread throughout Lagos state.

We are recruiting to fill the position below for an oncoming donor funded project:

Job Title: Monitoring and Evaluation Officer

Location: Palmgrove, Lagos

Job Description

• The Monitoring and Evaluation Officer will be responsible for overseeing and managing the monitoring and evaluation activities related to the streamlining water vendor activities and capacity building, mapping, and survey of borehole water sellers in Lagos State.
• This includes designing and implementing monitoring frameworks, collecting, and analysing data, and providing regular reports to stakeholders.
• The officer will ensure that the project activities are on track, targets are being met, and outcomes are being achieved effectively and efficiently.

Key Responsibilities
Monitoring and Evaluation Framework:

• Develop and implement a comprehensive monitoring and evaluation framework for themapping and survey project.
• Design monitoring tools and indicators to track progress, outputs, and outcomes of theproject activities.
• Establish data collection protocols and ensure adherence to ethical standards and best practices.

Data Collection and Analysis:

• Coordinate data collection efforts, including surveys, interviews, and other data gathering methods.
• Collect, compile, and analyse data on the locations of water vendors, their operational capacities, water sources, distribution networks, and population served.
• Utilize statistical software and data visualization tools to analyse and present findings to stakeholders.

Reporting and Documentation:

• Prepare regular progress reports, monitoring reports, and evaluation reports in accordance with project timelines and requirements.
• Document best practices, lessons learned, and success stories to inform future project planning and implementation.
• Communicate findings and recommendations to project stakeholders, including government ministries, departments, and agencies.

Quality Assurance:

• Ensure the quality and reliability of data collected by conducting regular data quality assessments.
• Collaborate with ICT experts and LUWASH experts to verify the accuracy and consistency of the electronic database.
• Provide guidance and support to enumerators and supervisors to improve data collection techniques and ensure data integrity.

Expected Results:
Comprehensive Mapping and Survey Report:

• Produce a detailed mapping and survey report outlining the locations, operational capacities, and socio-economic conditions of borehole water sellers in urban areas of Lagos State.
• Highlight challenges, opportunities, and recommendations for improving water access in these areas.

Monitoring and Evaluation Reports:

• Generate regular monitoring reports to track progress, outputs, and outcomes of project activities.
• Provide evidence-based recommendations for program adjustments and improvements based on monitoring findings.

Capacity Needs Assessment Report:

• Conduct a capacity needs assessment for water vendors, enumerators, and supervisors involved in the project.
• Prepare a comprehensive report detailing training needs, challenges, and capacity gaps in providing water services.

Qualifications and Skills

• Bachelor's Degree in Monitoring and Evaluation, Statistics, Public Health, or a related field.
• Minimum of 4 years of experience in monitoring and evaluation, preferably in the water sector or community development projects.
• Skill in collaborating and ability to advocate and liaise with a diverse set of stakeholders for efficient and effective programme implementation.,
• ODK, RedCap, etc.
• Demonstrated competence to assess priorities and solve problems using innovative, evidence-based solutions.
• Demonstrated ability to work both independently and collaboratively.
• Full proficiency in English, written and oral.
• Knowledge of monitoring and evaluation frameworks, tools, and methodologies.
• Self-motivated and goal-oriented with strong conceptual and analytical skills.
• Excellent ability with Microsoft Office applications and SharePoint, Power BI, GIS, and statistical analysis and data collection and management applications:
• Proven skills in at least one statistical package software for quantitative data analysis (SPSS, STATA, R, etc.).
• Experience with at least one statistical package software for qualitative data analysis (NVivo, Atlas’s, etc).
• Experience with designing and implementing electronic surveys is desirable:
